      <title>4TH PRECINCT HIGHLIGHTS - WEEK 564 &#8211;  NOVEMBER 11 - 17, 2008</title>
      <description>&lt;p&gt;The &lt;span class="caps"&gt;MPD&lt;/span&gt; provides this public safety information as a public service.  These highlights are not reflective of all incidents handled or investigated by &lt;span class="caps"&gt;MPD&lt;/span&gt; during this time.  All persons are considered innocent until proven guilty in a court of law.&lt;br /&gt;
&lt;span class="caps"&gt;ASSAULT&lt;/span&gt;     &lt;br /&gt;1510 &lt;span class="caps"&gt;GLENWOOD    WEDNESDAY        0730 HOURS        08&lt;/span&gt;-349037     &lt;br /&gt;Teacher punched five times in the face and the school nurse punched once by a student who was being talked to about wearing an inappropriate shirt to school.  Both parities seen for their injuries.  Note &#8211; this is the 5th time the teacher has been assaulted at school during the current school year.  Arrested was a 13 year old black male w/7 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
1510 &lt;span class="caps"&gt;GLENWOOD    WEDNESDAY        0815 HOURS        08&lt;/span&gt;-349053    &lt;br /&gt;Two teachers bit &amp;#38; punched by a student being told that due to disruptive behavior he couldn&#8217;t go on a field trip. Note &#8211; this is the 7th time one of the teachers has been assaulted at school since January 2006. Arrested was a 12 year old black male w/18 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
44TH &amp;#38; &lt;span class="caps"&gt;IRVING        FRIDAY            2228 HOURS        08&lt;/span&gt;-351831    &lt;br /&gt;Taliban gang members disrupted a party and when the party broke up shots were fired striking an 18 year old black male w/28 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; once in the lower back.  The victim transported w/a non life threatening injury.  Officers were unable to locate a suspect but did recover approximately 11 shell casings from the street and a replica handgun in a backpack.  &lt;br /&gt;
1120 &lt;span class="caps"&gt;BROADWAY    SATURDAY        1758 HOURS        08&lt;/span&gt;-352602    &lt;br /&gt;Officer kicked in the groin area while attempting to book a suspect at &lt;span class="caps"&gt;HCJ&lt;/span&gt;.  Arrested was Jolanda McClennon a 40 year old black female w/40 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;ROBBERY&lt;/span&gt;&lt;br /&gt;17th &amp;#38; &lt;span class="caps"&gt;IRVING        TUESDAY        1545 HOURS        08&lt;/span&gt;-348490    &lt;br /&gt;Two 22 and 15 year old black males w/3 &amp;#38; 4 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; came to the precinct and reported being robbed @ gunpoint of their wallets and phones by two 16-20 year old black males, one of which he knows from the area.&lt;br /&gt;
39TH &amp;#38; &lt;span class="caps"&gt;FREMONT    TUESDAY        2257 HOURS        08&lt;/span&gt;-348841    &lt;br /&gt;&lt;span class="caps"&gt;A 20&lt;/span&gt; &amp;#38; 17 year old black female and male robbed @ gunpoint by parties known to them.  One victim knew where a suspect lived and showed officers who did a knock &amp;#38; talk, obtained consent to search and found both suspects. A search warrant was obtained and evidence, including a gun and the victim&#8217;s purse recovered. Arrested were two 16 year old black males w/23 &amp;#38; 8 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
3242 &lt;span class="caps"&gt;PENN        WEDNESDAY        1627 HOURS        08&lt;/span&gt;-349429&lt;br /&gt;35 year old black female robbed @ gunpoint of her purse and keys by a 25-30 year old black male after dropping off a friend.&lt;br /&gt;
717 31ST            &lt;span class="caps"&gt;WEDNESDAY        1740 HOURS        08&lt;/span&gt;-349507 &lt;br /&gt;57 year old white male beaten and robbed @ gunpoint by four 18-22 year old black males who fled with $1,860 just collected rent money.&lt;br /&gt;
27th &amp;#38; &lt;span class="caps"&gt;PENN        THURSDAY        0054 HOURS        08&lt;/span&gt;-349947&lt;br /&gt;49 year old Hispanic male robbed of $127 by two parties, one of which was said to be a cross dressing black male, who sprayed him w/mace.&lt;br /&gt;
&lt;span class="caps"&gt;FOLWELL PARK    THURSDAY        1945 HOURS        08&lt;/span&gt;-350662    &lt;br /&gt;11 year old black male robbed by three 11-13 year old black males who beat him up and fled with his wallet.&lt;br /&gt;
2715 &lt;span class="caps"&gt;BROADWAY    THURSDAY        2051 HOURS         08&lt;/span&gt;-350704 &lt;br /&gt;Pair of Dice driver was walking to his parked car when a 20-25 year old black male approached and @ gunpoint made him move to an area of the lot without camera coverage.  At that location two additional males were waiting and the armed suspect struck victim in the head w/the butt of the gun causing it to bleed.  Suspects fled with $60 in cash and victim transported to the hospital.  &lt;br /&gt;
&lt;span class="caps"&gt;LOWRY&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;PENN        FRIDAY            1658 HOURS        08&lt;/span&gt;-351507&lt;br /&gt;33 year old black female robbed of $1,800 @ gunpoint by a 23-25 year old black male, after leaving a check cashing store. &lt;br /&gt;
36TH &amp;#38; &lt;span class="caps"&gt;FREMONT    FRIDAY            2041 HOURS        08&lt;/span&gt;-351721&lt;br /&gt;25 &amp;#38; 41 year old black male and white female w/34 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; robbed of their wallet and purse @ gunpoint by two 19-22 year old black males while they sat in their car.  Both victims struck with the shotgun used during the robbery and chased the suspects for a bit after the incident.  Victims said suspects possibly fired at them while they were chasing them.  Related Robbery and Pergun &amp;#8211; 08-353703 &amp;#38; 08-352210  &lt;br /&gt;
24th &amp;#38; &lt;span class="caps"&gt;PENN        SATURDAY        0821 HOURS        08&lt;/span&gt;-352222&lt;br /&gt;Two 51 &amp;#38; 48 year old white females were approached by two males one of which ripped a bag from one victims shoulder.  One victim chased the suspect and grabbed his jacket however he threw her to the ground. Victim transported for knee injury. &lt;br /&gt;
36th &amp;#38; &lt;span class="caps"&gt;FREMONT    SUNDAY        1810 HOURS        08&lt;/span&gt;-353703&lt;br /&gt;38 year old white male robbed of his wallet, laptop, camera, phone, keys and coat @ gunpoint by two 18-20 year old black males while at the bus stop. Victim said he could possibly ID the suspects and while officers were giving him a ride downtown he said he saw them.  However when officers brought them for ID he recanted and the males were released. Related Robbery and Pergun &amp;#8211; 08-351721 &amp;#38; 08-352210&lt;br /&gt;
2315 &lt;span class="caps"&gt;FREMONT        SUNDAY        2120 HOURS        08&lt;/span&gt;-353845     &lt;br /&gt;Yuam Yuam Chinese Restaurant driver robbed of $53 cash &amp;#38; $45 in food @ gunpoint by two 19-20 year old black males.  &lt;br /&gt;
36th &amp;#38; &lt;span class="caps"&gt;BRYANT        MONDAY        1926 HOURS        08&lt;/span&gt;-354735&lt;br /&gt;23 year old black male robbed of his &lt;span class="caps"&gt;MP3&lt;/span&gt;, smokes and keys by two 20-22 year old black males who approached as he left a store, rifled his pockets and fled w/loss.&lt;br /&gt;
53RD &amp;#38; &lt;span class="caps"&gt;HUMBOLDT    MONDAY        2100 HOURS        08&lt;/span&gt;-354889&lt;br /&gt;While at the bus stop a 23 year old black male w/10 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; was robbed of his phone and a $2,500.00 necklace w/gold cross @ gunpoint by a 23-28 year old black male in a vehicle which lists to a rental agency.  Victim made the report at the 1st Precinct.&lt;br /&gt;
&lt;span class="caps"&gt;WEAPONS&lt;/span&gt; &#8211; &lt;span class="caps"&gt;WEEK TO DATE   5&lt;/span&gt;  &amp;#8211;   &lt;span class="caps"&gt;YEAR TO DATE    379&lt;/span&gt; &amp;#8211;   &lt;span class="caps"&gt;OTHER PRECINCTS&lt;/span&gt;  &amp;#8211; 365   &lt;br /&gt;24th &amp;#38; &lt;span class="caps"&gt;PENN        WEDNESDAY        1951 HOURS        08&lt;/span&gt;-349625 &lt;br /&gt;Traffic stop for improper lane change/failing to signal a turn found the driver not to have a license, an open bottle of liquor and recovered a 9MM with a loaded clip and an obliterated serial number.  Arrested were Brodrick Jenkins, Gerald Buffett &amp;#38; juvenile female, 22, 24 &amp;#38; 16 year old black males and a female w/23, 1 &amp;#38; 18 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
2nd ST &amp;#38; &lt;span class="caps"&gt;BROADWAY    THURSDAY        0503 HOURS        08&lt;/span&gt;-350047&lt;br /&gt;Traffic stop lead to the recovery of a loaded 9MM which was hidden in the engine block.  Driver a 24 year old black male from Illinois said he has an Illinois permit to carry and he was told if he presents it he&#8217;ll get the gun back.&lt;br /&gt;
5201 &lt;span class="caps"&gt;BRYANT        FRIDAY            2141 HOURS        08&lt;/span&gt;-351779&lt;br /&gt;Officers received information regarding a party planned at this location which was to be attended by &#8216;YnT&#8217; and &#8216;Taliban&#8217; gang members.  After a couple calls for service in this normally quiet neighborhood a detail was coordinated utilizing several mid and dogwatch cars and the party was shut down.  One person found in front with a loaded 44 caliber sawed off shotgun and another with a replica handgun.  100+ teenagers were sent from the party.  The party organizers, security and renter were all tagged and sound equipment was inventoried.  Arrested were Boakai Kimba, Mandela McBride, Bobby Smith, Eric Vedasto, Dante Lewis, George Oburu, Edwin Kinara, Jeremiah Pojah, Raymont Lee, Keith Owens,  Karl Owens, Lorenzo Jackson, 18, 18, 21, 22, 24, 25, 22, 57, 38, 47, 47, 21 black males and females w/3, 0, 20, 3, 0, 0, 0, 0, 14,  10, 0, 25 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;  &lt;br /&gt;
5017 &lt;span class="caps"&gt;WASHBURN    SATURDAY        0148 HOURS        08&lt;/span&gt;-352026 &lt;br /&gt;Officers responded to a verbal argument between a group of black males and females with the mention of a gun.  Upon arrival officers find some parties inside a vehicle and a search recovered a 9MM inside a McDonalds bag.  Arrested were three juvenile males, one juvenile female &amp;#38; Andia Harris, 15, 16, 17, 17, &amp;#38; 18 year old black males and females w/23, 6, 6, 0 &amp;#38; 8 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
3600 &lt;span class="caps"&gt;FREMONT        SUNDAY        0808 HOURS        08&lt;/span&gt;-352210 &lt;br /&gt;Responding to a Pergun in an apartment lobby officers recover a loaded shotgun with both stock and barrel sawed off.  Arrested were Winfred Davis &amp;#38; Willie Patterson, 23 &amp;#38; 27 year old black males w/54 &amp;#38; 99 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &amp;#8211; Related Robberies &amp;#8211; 08-351721 &amp;#38; 08-353703&lt;br /&gt;
&lt;span class="caps"&gt;REPLICA WEAPONS&lt;/span&gt;&lt;br /&gt;28th &amp;#38; &lt;span class="caps"&gt;ALDRICH        TUESDAY        1725 HOURS        08&lt;/span&gt;-348514&lt;br /&gt;Park officers observed a suspicious male who was carrying a BB gun who said he&#8217;s awaiting trial on a burglary case where he took lottery tickets from a gas station to payback a debt he owed related to burning down a home. Arrested was a 16 year old black male w/0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
5201 &lt;span class="caps"&gt;BRYANT        FRIDAY            2141 HOURS        08&lt;/span&gt;-351779&lt;br /&gt;See Weapons case info &lt;br /&gt;
44TH &amp;#38; &lt;span class="caps"&gt;IRVING        FRIDAY            2228 HOURS        08&lt;/span&gt;-351831    &lt;br /&gt;See Assault case info&lt;br /&gt;
&lt;span class="caps"&gt;PATROL HIGHLIGHTS SUBMITTED&lt;/span&gt;&lt;br /&gt;&lt;span class="caps"&gt;TUESDAY&lt;/span&gt; &lt;br /&gt;3701 Vincent &#8211; 1840 hours &#8211; 08-348576.  An unfounded Pergun call which ended up being a verbal between two parties, both of which refused service, tied up at least 14 cars.&lt;br /&gt;
626 Broadway &#8211; 2114 hours &#8211; 08-348739.  Assisted Fire with a small fire in a gas station storage room. &lt;br /&gt;
1333 James &#8211; 2302 hours &#8211; 08-348842.  Park officers arrested a party with a Burglary PC Pickup.  Arrested was Ryan Poppen a 23 year old white male w/49 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;WEDNESDAY&lt;/span&gt; &lt;br /&gt;21XX James &#8211; 1540 hours &#8211; 08-349387.  Dispatched to an in progress burglary officers located the suspect who was ID&#8217;d by the victim and found to be a noncompliant sex offender.  Arrested was Robert Johnson a 48 year old black male w/22 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
22nd &amp;#38; Penn &#8211; 2115 hours &#8211; 08-349734.  Traffic stop found the noncompliant driver to be suspended and the passenger to have a warrant and crack in his possession. Arrested were Cedric &amp;#38; Chrisptopher Banks, 22 &amp;#38; 20 year old black males w/39 &amp;#38; 26 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
26th &amp;#38; Washington &#8211; 2356 hours &#8211; 08-349902.  Intoxicated driver hit a semaphore at Broadway and Washington then crashed just north of that.  Arrested was Shaun Martin a 25 year old black male w/42 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;THURSDAY&lt;/span&gt; &lt;br /&gt;44th &amp;#38; Irving &#8211; 1025 hours &#8211; 08-350174.  Responding to a violation of restraining order call and upon arrival K9 Officer observed a vehicle leaving.  The officer activated his lights in an attempt to stop the suspect however they didn&#8217;t pull over so the officer then activated his sirens and lights but the driver fled and ran several stop signs before pulling over at 49th &amp;#38; Girard.  Arrested was Gerri Williams a 42 year old black female w/14 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;.  &lt;br /&gt;
Broadway &amp;#38; Ilion &#8211; 1100 hours &#8211; 08-350200.  14 yr old girl was walking when a  male came around the north corner of  Broadway &amp;#38; James. The male then grabbed her arm and put his hand over her mouth and dragged her to a vehicle parked behind 18XX Broadway.  When they were next to the truck the victim kicked him in the groin, pulled free and ran to school.  Suspect described as white male, unknown age and with a deep voice.&lt;br /&gt;
&lt;span class="caps"&gt;SATURDAY&lt;/span&gt;&lt;br /&gt;5105 Fremont &amp;#8211; 0815 hours &amp;#8211; 08-352212.  Officers responded to an in progress Theft and apprehend an adult male for stealing tires and wheels off a car and take him to property crimes where he is interviewed.  Arrested was Michael Jackson a 25 year old black male w/96 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
25th &amp;#38; James &#8211; 0004 hours &#8211; 08-351938.  Curfew arrests.  Arrested were two 16 &amp;#38; 17 year old black males w/3 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; each &lt;br /&gt;
14th &amp;#38; Lyndale &#8211; 0150 hours &#8211; 08-353096.   Traffic stop finds driver w/out a valid license and all occupants arrested for curfew and the car was towed as auto theft tools were found inside. All occupants are suspected gang members and the stop probably saved something from being broken into or cars being stolen. Arrested were Toua Moua &amp;#38; four juvenile males, 18, 15, 16, 17 &amp;#38; 17 Asian males w/0, 8, 0, 0, 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;SUNDAY&lt;/span&gt;&lt;br /&gt;20th &amp;#38; Fremont  &amp;#8211; 1729 hours &amp;#8211; 08-353654.   Traffic stop finds driver in possession of cocaine, baggies and a scale along with other paraphernalia.  Arrested were Karl Foster and Joshua Pointon, 30 &amp;#38; 18 year old white males w/0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
33rd &amp;#38; Bryant &#8211; 1831 hours &amp;#8211; 08-353711.  A party with a nationwide extradition warrant out of Florida for prostitution/pimping located during a traffic stop.  Arrested was Jennifer Wilson a 30 year old black female w/0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;MONDAY&lt;/span&gt; &lt;br /&gt;7th &amp;#38; Queen &#8211; 1253 hours &amp;#8211; 08-354389.  Officers responded males breaking into a home while the resident was away and upon arrival capture suspects a half a block away.  The back door had been kicked on and screens were cut.  The victim arrived home and ID&#8217;d her property which the suspects had on their person.   To add to the icing on this cake, the next door neighbor (who had called 911) snapped digital photos of the suspects while they committed the crime!  The suspects were taken to P4 Property Crimes for interviews.  Another outstanding job by officers and hats off to the neighbor who will be nominated to the Chief for a citizen&#8217;s award. Arrested were two juvenile males &amp;#38; Gregory Goode Jr., 14, 15 &amp;#38; 18 year old black males w/11, 6 &amp;#38; 13 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;JCAT&lt;/span&gt; &amp;#8211; Mpls Juvenile Division, 4th Precinct Officers, Brooklyn Park Officers, Hennepin County Sheriff Deputies, Hennepin County Juvenile Probation and US Deputy Marshalls made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics.  All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of &lt;span class="caps"&gt;JCAT&lt;/span&gt;.&lt;br /&gt;
Male @ 14XX 25th.   Active: Terroristic Threats w/gun.  Priors: Motor Vehicle Theft, Loiter with Intent to Buy or Sell &lt;br /&gt;Narcotics, Narcotics, Curfew and Assault 5.  Officers knocked for an extended period of time w/out answer although it was apparent people and two large aggressive German Sheppard&#8217;s were home.  Eventually the subjects&#8217; sister answered,  secured the dogs and allowed officers in.  Several young children, a cousin and a younger brother were also present.  Officers learned the subject hangs around with two males who reside at 75XX Dupont N, 47XX 6th St. N &amp;#38; 26XX Lyndale N.  In addition another friend was interviewed at a St. Louis Park location where a juvenile was also present.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; later received a call from the subjects&#8217; mother, who is out of town, and she was provided information related to &lt;span class="caps"&gt;JCAT&lt;/span&gt;&#8217;s activities.  &lt;br /&gt;
Male @ 31XX Fremont.  Active: Gun in Public.  Priors: Handgun, Curfew X3, Loiter with Intent to Buy or Sell Narcotics &amp;#38; Weapons.  Officers knocked and his mother answered and advised he was inside and was arrested in bed.&lt;br /&gt;
Male @ 20XX Penn.  Active: 1st Degree Aggravated Robbery of Person.  Priors: False Information to Police, Possession of Drug Paraphernalia, Tobacco, Curfew X2, Narcotics and Robbery of Person.  Subjects intoxicated mother answered and advised he was inside.  Subject was located sleeping on the floor in an upper bedroom and arrested.  His mother said he comes and goes, is seldom there, doesn&#8217;t keep clothes there as he has another place to stay.  Residence belongs to the subject&#8217;s Grandmother. &lt;br /&gt;
While on patrol offices observed a party walking w/a hood over his head and a shirt pulled up covering his nose and mouth they were seeking and stopped him.  The subject recognized officers and fled on foot however was caught after a foot chase @ 30th &amp;#38; Fremont.  Active: False Information to Police &amp;#38; Assault.  Priors: Assault 5 X2, Handgun, Obstruct Legal Process, Consume Liquor, Disorderly Conduct X5, Curfew X3, Trespass &amp;#38; Damage to Property.  It was discovered that his aunt lives at 30XX Fremont.  He made very threatening comments to police of a violent and sexual nature without provocation. &lt;br /&gt;

Past week&#8217;s highlights:  &lt;br /&gt;Shooting at Broadway and Dupont&lt;br /&gt;Robbery pattern noted:  Targeting people at bus stops&lt;br /&gt;Burglary this past Sunday on 1600 Block or Sheridan was distressing as $2000 cash, &lt;span class="caps"&gt;SKS&lt;/span&gt; rifle, 9mm gun and shotgun were stolen.  Tim stressed that firearms should be kept locked up at all times.  This is how guns get in the possession of criminals.&lt;br /&gt;
&lt;span class="caps"&gt;JCAT&lt;/span&gt; does a lot of work collaboratively to find juveniles with active arrest warrants.  The impact of this group is positive.&lt;br /&gt;
Questions:&lt;br /&gt;What is being done regarding the up tick in robberies?  More directed patrols in heavily hit areas &#8211; while widespread throughout the north side, concentrated efforts in Sector 2 &#8211; Dowling to Broadway.&lt;br /&gt;
Why the increased police presence around Legacy Village?  More patrols are working on increased loitering and gang activity in the area between Knox and Humboldt.&lt;br /&gt;
What happened at Brix Grocery?  (Dupont and Broadway) &#8211; A person who was shot entered the store to get help.&lt;br /&gt;
What other focus areas?  All of Broadway is a big focus for the precinct at this time.&lt;br /&gt;
Residents thanked Tim for the additional police presence on Plymouth Avenue.&lt;br /&gt;
Program:  Rita Ytzen, Senior Supervisor and Tina Johnson, Supervisor Minneapolis Public Housing Authority  (MPHA) Section 8 Programs / Housing Choice Voucher Program&lt;br /&gt;
&lt;span class="caps"&gt;MPHA&lt;/span&gt; is the largest provider of public housing for low-income residents with 5700 public housing units and 4400 voucher families.  The voucher program was founded in 1974 with the mission to help low income families lease housing in the private sector without the stigma of being in a public housing building.  The &lt;span class="caps"&gt;MPHA&lt;/span&gt; does not own any properties.&lt;br /&gt;
A family gets a subsidy to help them meet current market rental rates.  The family pays 30 to 50% of the median income.  &lt;span class="caps"&gt;MPHA&lt;/span&gt; pays the remainder directly to the landlord.   The program is designed to house families &#8211; not drug dealers or problem tenants &#8211; one-half of the families are employed, 25% have a disabled person.&lt;br /&gt;
Approximately 530 families are terminated each year &#8211; some of which are due to success &#8211; they no longer qualify for the subsidy.  However, the waiting list to receive a subsidy is long and is only open for new applicants as needed. The first open period in 2008 was in June during which time 13,000 applications were received.  It will likely take five years to process all these applications before another open enrollment period. &lt;br /&gt;
While &lt;span class="caps"&gt;MPHA&lt;/span&gt; screens applicants, they do not screen to determine what type of renter the family will be.  It is up to the landlord to determine compatibility.  &lt;span class="caps"&gt;MPHA&lt;/span&gt; cannot evict tenants, the landlord would have to go through the housing court eviction process.  &lt;span class="caps"&gt;MPHA&lt;/span&gt; can stop making payments to the landlord however. &lt;span class="caps"&gt;MPHA&lt;/span&gt; can also sanction landlords that are problematic.  Housing units are inspected once a year.&lt;br /&gt;
Northside residents have a right to peaceful enjoyment and families must agree to abide by guidelines set out by &lt;span class="caps"&gt;MPHA&lt;/span&gt;. If you feel you have a problem family in your neighborhood, call &lt;span class="caps"&gt;MPHA 612&lt;/span&gt;-342-1421 and they will respond and act.  They cannot, however, tell you if this is one of their units nor can they tell you what is happening.&lt;br /&gt;
Many questions followed as there was a great interest in this topic.  &lt;br /&gt;

      <title>4TH PRECINCT HIGHLIGHTS - WEEK 563 &#8211;  NOVEMBER 4 - 10, 2008</title>
      <description>&lt;p&gt;The &lt;span class="caps"&gt;MPD&lt;/span&gt; provides this public safety information as a public service.  These highlights are not reflective of all incidents handled or investigated by &lt;span class="caps"&gt;MPD&lt;/span&gt; during this time.  All persons are considered innocent until proven guilty in a court of law.&lt;br /&gt;
&lt;span class="caps"&gt;ASSAULT&lt;/span&gt;     &lt;br /&gt;34XX &lt;span class="caps"&gt;RUSSELL        TUESDAY              1710 HOURS        08&lt;/span&gt;-341367&lt;br /&gt;Group home worker strangled by a resident briefly losing consciousness and had marks on his neck.  Arrested was a 14 year old black male w/12 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;PLYMOUTH&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;RUSSELL       TUESDAY        1630 HOURS        08&lt;/span&gt;-341328 &amp;#38; 341349&lt;br /&gt;Shots call @ 1643 hours and a squad checked the area which was all quiet. A short time later an uncooperative 15 year old black male w/30 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and a documented gang member, arrived at &lt;span class="caps"&gt;HCMC&lt;/span&gt; with a neck wound.  The victims friend, a 16 year old black male w/12 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;, said they were walking when car came around a second time and a black male fired out the front window.  &lt;br /&gt;
26TH &amp;#38; &lt;span class="caps"&gt;OLIVER        TUESDAY                2011 HOURS        08&lt;/span&gt;-341548     &lt;br /&gt;27 year old black male w/24 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; said a 15-20 year old black male asked him for weed and when he said no suspect reached for his pocket. When victim turned to flee suspect fired shots striking him. Victim transported with non-life threatening injuries. Area checked with negative results.  Five rocks of suspected crack were recovered from victim&#8217;s pocket.&lt;br /&gt;
Plymouth &amp;#38; Logan    &lt;span class="caps"&gt;WEDNESDAY         0318 HOURS        08&lt;/span&gt;-341997 &lt;br /&gt;24 year old black male w/56 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; talking to 34 year old black male w/31 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; when an unknown 19-25 year old black male approached saying &#8220;let me hit some weed.&#8221;  When victim replied he didn&#8217;t have any suspect pulled out a gun and hit him with in the head and victim fled on foot and while doing so the suspect shot him in the leg.  The victim ran to a nearby location w/a non-life threatening injury. Officers checked the area for a crime scene and found none.&lt;br /&gt;
36XX &lt;span class="caps"&gt;FREMONT        THURSDAY        1945 HOURS        08&lt;/span&gt;-343820    &lt;br /&gt;Resident reported her house shot at and named her sons current girlfriend as the suspect. The mother reported her son, his former girlfriend who have a child together, and the suspect were at the home when the suspect accused the two of having an affair. Shortly after she left shots were fired at the house.  Officers recovered casings and took pictures of the damage.&lt;br /&gt;
11XX 25TH        &lt;span class="caps"&gt;THURSDAY         2006 HOURS        08&lt;/span&gt;-343844         &lt;br /&gt;On going verbal and text threats and gun pointing incidents. Arrested was a 16 year old black male w/8 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and a 17 year old black male w/3 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; was ID&#8217;d. &lt;br /&gt;
15th &amp;#38; &lt;span class="caps"&gt;FREMONT      SATURDAY         1213 HOURS        08&lt;/span&gt;-345423    &lt;br /&gt;Two black males in a verbal argument on a &lt;span class="caps"&gt;MTC&lt;/span&gt; bus and after one exits he fires and strikes the rear of the bus five times.  Shortly thereafter a 911 caller reported a black male burying a gun at Hall Park where a S&amp;#38;W  w/ spent casings was recovered.  &lt;br /&gt;
26th &amp;#38; &lt;span class="caps"&gt;KNOX        SATURDAY            2005 HOURS        08&lt;/span&gt;-345837    &lt;br /&gt;18 year old black male w/21 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; with a lower leg wound and offered little information other then a 16-30 year old black male wearing a black hoodie and light colored jeans.  No scene located and no Shots Spotter activation making it appear incident occurred elsewhere. Victim transported w/non-life threatening injury.  &lt;br /&gt;
26th &amp;#38; &lt;span class="caps"&gt;KNOX        SUNDAY                 0258 HOURS        08&lt;/span&gt;-346248    &lt;br /&gt;40 year old black male w/46 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; flagged down officers and reported being shot in the knee approximately 30 minutes prior in the area of 26/Irving.  Victim provided no suspect info and stated he&#8217;d been hiding for the past 40 minutes.  Officers initially responded to shot-spotter activation at approximately 0215 hours however didn&#8217;t locate anything.  Victim transported w/non-life threatening injury.  2nd shooting of the night in the area with little or no suspect info and no scene located.  &lt;br /&gt;
&lt;span class="caps"&gt;ROBBERY&lt;/span&gt;&lt;br /&gt;41ST &amp;#38; &lt;span class="caps"&gt;FREMONT            TUESDAY                   0020 HOURS        08&lt;/span&gt;-340685    &lt;br /&gt;While waiting for the bus a 39 year old black male w/19 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; was robbed @ gunpoint of his phone and smokes by three 17-20 year old black males all wearing dark hoodies and jeans who originally asked if he had any weed. Victim can ID suspects.&lt;br /&gt;
3446 &lt;span class="caps"&gt;DUPONT            WEDNESDAY                1605 HOURS        08&lt;/span&gt;-342503&lt;br /&gt;While working on the house a 59 year old white male was robbed @ gunpoint of his wallet by a 15-20 year old black male wearing a black jogging suit who first asked for directions.  &lt;br /&gt;
1510 &lt;span class="caps"&gt;GLENWOOD       WEDNESDAY             1240 HOURS        08&lt;/span&gt;-343118    &lt;br /&gt;Teacher assaulted, had property taken and threatened by a student who said &#8220;I&#8217;m going to my aunts down the street and I&#8217;m coming back blaming!&#8221;  Arrested was a 13 year old black male w/21 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
3501 &lt;span class="caps"&gt;BRYANT        THURSDAY             1445 HOURS        08&lt;/span&gt;-343538    &lt;br /&gt;41 year old Asian male refused to give up his stuff when a 30-40 year old black male attempted to rob him while implying a gun.&lt;br /&gt;
328 &lt;span class="caps"&gt;BROADWAY        THURSDAY              1932 HOURS        08&lt;/span&gt;-343816    &lt;br /&gt;48 year old white male riding his bike when three black males and a black female approached and assaulted him and took his back pack.  &lt;span class="caps"&gt;EMS&lt;/span&gt; treated victim for facial injuries.  &lt;br /&gt;
1827 &lt;span class="caps"&gt;IRVING        THURSDAY             2130 HOURS        08&lt;/span&gt;-343916&lt;br /&gt;42 year old white male assaulted and robbed of his backpack by three 16-20 year old black males who implied a gun.&lt;br /&gt;
&lt;span class="caps"&gt;DOWLING&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;SHERIDAN    FRIDAY                1430 HOURS        08&lt;/span&gt;-344513&lt;br /&gt;29 year old white male struck and had his phone taken by two 18-20 year old black males who originally asked to use his phone. &lt;br /&gt;
25th &amp;#38; &lt;span class="caps"&gt;IRVING        FRIDAY                  1545 HOURS        08&lt;/span&gt;-344569&lt;br /&gt;15 year old Asian male robbed @ gunpoint by two 18-25 year old black males however wasn&#8217;t carrying anything so no loss.&lt;br /&gt;
14th &amp;#38; &lt;span class="caps"&gt;PENN        FRIDAY              1839 HOURS        08&lt;/span&gt;-344712&lt;br /&gt;45 year old white male robbed of his wallet @ gunpoint by a 20-25 year old black male.&lt;br /&gt;
&lt;span class="caps"&gt;DOWLING&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;THOMAS    SATURDAY          0005 HOURS         08&lt;/span&gt;-345052    &lt;br /&gt;While responding to a Shots call w/descriptions officers observe a group and after securing them located a gun near by and at the same time a Robbery of Person &lt;code&gt; gunpoint w/suspect description was aired. Officers then found a 52 year old white male who said a black male, later ID&#8217;d, attempted to rob him &lt;/code&gt; gunpoint but fled after the victim struggled with him. Arrested was a 17 year old black male and three others interviewed and tagged for curfew&lt;br /&gt;
3700 &lt;span class="caps"&gt;FREMONT        SATURDAY          1516 HOURS        08&lt;/span&gt;-345677&lt;br /&gt;52 year old white male from Lorreto was robbed of $150.00 by a 18-25 year old black male while in the area to buy crack so was tagged for Loitering with Intent.   Arrested was Martin Demoss&lt;br /&gt;
&lt;span class="caps"&gt;BROADWAY&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;LYNDALE      SATURDAY              1745 HOURS        08&lt;/span&gt;-345738&lt;br /&gt;24 year old Hispanic male carjacked @ gunpoint by two black males.  Per State Patrol victims&#8217; car later involved in a &lt;span class="caps"&gt;PIHR&lt;/span&gt;. &lt;br /&gt;
1615 &lt;span class="caps"&gt;DOWLING         SUNDAY               1700 HOURS        08&lt;/span&gt;-346650    &lt;br /&gt;16 year old black male followed into Folwell Park and robbed @ gunpoint of his phone by a group 11-16 year old black males. &lt;br /&gt;

Arrested was Stacy Pruitt a 30 year old black male w/20 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and ID&#8217;d were three black males and a black female, 22, 44 &amp;#38; 28 years old w/13, 0 &amp;#38; 11 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
3330 &lt;span class="caps"&gt;OLIVER        TUESDAY              1428 HOURS        08&lt;/span&gt;-341199    &lt;br /&gt;&lt;span class="caps"&gt;CRT&lt;/span&gt; warrant recovered weed, ammo, a handgun and a shotgun, both loaded and w/out trigger locks.  Small kids in the house with access to the drugs and weapons. Arrested were Holly Crutcher, Sylvester Davis, Darrian Farris, Anthony Johnson, Carl Littlejohn, 35, 28, 40, 32 &amp;#38; 38 year old black males w/18, 13, 7, 11 &amp;#38; 25 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
21st &amp;#38; &lt;span class="caps"&gt;LYNDALE        WEDNESDAY        0036 HOURS        08&lt;/span&gt;-341875    &lt;br /&gt;Traffic stop lead to the discovery of a suspended driver and the recovery of a gun, a Prior Lake stolen, under the drivers&#8217; seat.  Arrested was Mohamud Galony a 23 year old black male w/5 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
1515 &lt;span class="caps"&gt;PLYMOUTH           WEDNESDAY           1620 HOURS        08&lt;/span&gt;-342518&lt;br /&gt;&lt;span class="caps"&gt;MGSF&lt;/span&gt; warrant recovered crack cocaine, weed and a loaded gun, a Richfield stolen.  Arrested were Ashimiyu Alowonle, Christopher Bahtouh, Kabiru Alowonle, Javon Rush &amp;#38; Chelsea Holiday, 22, 21, 19, 20, 20 &amp;#38; 21 year old black males and a black female w/14, 7, 27, 8 &amp;#38; 4 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
20XX 25TH        &lt;span class="caps"&gt;WEDNESDAY        1718 HOURS        08&lt;/span&gt;-342576&lt;br /&gt;&lt;span class="caps"&gt;CRT&lt;/span&gt; warrant recovered weed, a scale, cash and a loaded semi automatic.  Arrested were Sabrinina Petersonn, Renell Gresham, Hakima Wadud and juvenile males and females,  37, 19, 23, 15, 17, 17, 17 &amp;#38; 15 years old w/31, 0, 0, 0, 0, 7, 7 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
2806 &lt;span class="caps"&gt;HUMBOLDT          MONDAY                0004 HOURS        08&lt;/span&gt;-346966    &lt;br /&gt;Responding to a Shots Spotter call &lt;span class="caps"&gt;STOP&lt;/span&gt; officers observed a male inside the basement hiding a gun.  Officers recovered a gun, a box of ammo and gang related items.  Arrested was Earl Carter a 18 year old black male w/11 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
4038 &lt;span class="caps"&gt;COLFAX        MONDAY                 2142 HOURS        08&lt;/span&gt;-347796&lt;br /&gt;911 caller reported &#8220;someone shot a gun in side an upstairs apartment and the bullet came thru the floor into their apartment.&#8221;  Upon arrival officers observed damage and recover a loaded gun w/the safety off and a bag of ammo.  Arrested on a warrant was Lashae Hinton a 35 year old black female w/59 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and ID&#8217;d were 19, 42, 18, 18, 17, 18, 17 &amp;#38; 19 year old black male and females w/57, 46, 8, 78, 21, 4, 6 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;.  Two small children were in the apartment where the shot was fired.&lt;br /&gt;
&lt;span class="caps"&gt;PATROL HIGHLIGHTS SUBMITTED&lt;/span&gt;&lt;br /&gt;&lt;span class="caps"&gt;TUESDAY&lt;/span&gt; &lt;br /&gt;35XX Washburn &#8211; 0935 hours &#8211; 08-340946.  A resident reported two black males on bikes prowling the area and upon arrival an officer received information they were last seen in the alley.  Officers stop two males in a front yard who stated that they were about to rake the yard even though the yard was already raked.  The two were taken to Property Crimes where a sergeant got confessions regarding an attempted burglary.  Arrested were Lance Buckingham and a juvenile male, 19 &amp;#38; 16 years old w/34 &amp;#38; 22 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
21st &amp;#38; Emerson  &amp;#8211; 1634 hours &amp;#8211; 08-341316.  Bank employee observed a male sitting on a boulder for approximately 1 &#189; hours and then watched a male take a bag from his hand and walk away.  The employee then alerted bank security and they confronted the thief at the rear of the bank and took the bag back and the thief walked way.  They then went over and attempted to speak with him however he was unresponsive so they started &lt;span class="caps"&gt;CPR&lt;/span&gt; and called 911.  The male was transported and pronounced &lt;span class="caps"&gt;DOA&lt;/span&gt;.  The witnesses provided officers with thief&#8217;s description who was located @ Broadway &amp;#38; Aldrich.  Victim had multiple ID&#8217;s and &lt;span class="caps"&gt;SSN&lt;/span&gt; numbers was wearing an I Voted sticker. Arrested was Kaven Holloway a 43 year old black male w/28 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
&lt;span class="caps"&gt;WEDNESDAY&lt;/span&gt; &lt;br /&gt;43XX Vincent &#8211; 0230 hours &#8211; 08-342010.  Disptached to an in progress burglary where the homeowner heard her dog bark and growl at the rear door and got up thinking it wanted to go out however the dog wouldn&#8217;t go by the door.  Homeowner then noticed items had been moved around and the front door was wide open.  Entry made at a rear porch door and unkown loss at the time.&lt;br /&gt;
Dowling &amp;#38; I-94 &#8211; 0729 hours &#8211; 08-342061.  Officers dispatched to a male reportedly going to commit suicide by jumping off of the bridge. When officers arrived, the athletic built 603/305 male went to the fence and quickly started to scale it.  Male was tazed and fell from the fence onto the sidewalk, where he was handcuffed, transported and a hold was placed on him.&lt;br /&gt;
 2nd St &amp;#38; 17th Av N &#8211; 1123 hours &#8211; 08-342257.  A vehicle EB on 17th struck a NB van, causing it to swerve and rollover. Both occupants of van transported via ambulance. Accident recreation was done as it was found one of the van occupants had neurological damage and no feeling in their legs.&lt;br /&gt;
&lt;span class="caps"&gt;THURSDAY&lt;/span&gt; &lt;br /&gt;43rd &amp;#38; Vincent &#8211; 2307 hours &amp;#8211; 08-344009.  Officers were giving the area extra patrol due to recent burglaries and while checking stopped a male for violating curfew and the bicycle he was riding was property inventoried as it wasn&#8217;t his.  Arrested was a 17 year old black male w/4 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;FRIDAY&lt;/span&gt; &lt;br /&gt;Broadway &amp;#38; &lt;span class="caps"&gt;I 94&lt;/span&gt; Ramp &amp;#8211; 0948 hours &amp;#8211; 08-344330.  19 month old child was critically injured when the vehicle it was in struck a large truck. The child who was in a car seat had to be cut out of the car by the fire department.  Response cars were called to help with the call load during accident reconstruction.&lt;br /&gt;
23rd &amp;#38; Lyndale &#8211; 1237 hours &amp;#8211; 08-344430.   An officer sees a male w/several felony warrants and a burglary pickup and when he attempts to stop him the male fled on his bike.  While trying to box him in, the male hit the squad with his bike and fell to the ground.  Subject refused to comply so officers tased him in order to complete the arrest. Suspect had a laptop and &lt;span class="caps"&gt;IPOD&lt;/span&gt; and said he keeps breaking into houses to support his drug use. 3843 Upton &amp;#8211; 08-343854.  Victim reported someone broke into her garage and took a bicycle valued at $1,200.00. &lt;br /&gt;
&lt;span class="caps"&gt;MONDAY&lt;/span&gt; &lt;br /&gt;2619 Girard &#8211; 2054 hours &amp;#8211; 08-347753.  Officers spoke to the resident who heard two loud blasts and then his front windows shattered. Officers located several pellets from a shotgun shell inside the residence and received possible suspect info. &lt;br /&gt;
&lt;span class="caps"&gt;DIRECTED PATROL&lt;/span&gt;&lt;br /&gt;Misdemeanor arrests &amp;#8211; 44 traffic, two warrant and one arrest&lt;br /&gt;
11/03/08 &amp;#8211; 1145 hours &amp;#8211; 08-337722.  Traffic stop for speeding and failure to signal lane changes and the driver identified himself using an alias.  Through further investigation, officer determined his real identity and found he had a Hennepin County misdemeanor warrant.  Arrested was Derek Leake a 22 year old black male w/95 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and his alias, his cousin, had 15 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
11/08/08  &amp;#8211; 1721 hours &amp;#8211; 08-345683.  Officers checked a plate and found it w/a Maple Grove PD fraud alert.  Routine checks found the driver suspended and the passenger w/a Hennepin County felony fraud warrant.  During searches officers located a wallet which was freshly stolen and used fraudulently in Maple Grove in the passengers&#8217; purse.  Property and outer clothing inventoried and held for Maple Grove PD.  Arrested were Patricia Williams &amp;#38; Zetta Mallet, 44 and 45 year old black females w/38 &amp;#38; 18 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
11/09/08- 2355 hours &amp;#8211; 08-346957.   Traffic stop for a non functioning headlight found the driver to have no valid DL and a felony Department of Corrections warrant for escape from custody.  Arrested was Lawrence Young a 31 year old black male w/2 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;JCAT&lt;/span&gt; &amp;#8211; Mpls Juvenile Division, 4th Precinct Officers, Brooklyn Park Officers, Hennepin County Sheriff Deputies, Hennepin County Juvenile Probation and US Deputy Marshalls made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics.  All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of &lt;span class="caps"&gt;JCAT&lt;/span&gt;.&lt;br /&gt;
Male @ 41XX Girard.  Active: Simple Robbery. Priors: Robbery.   Subject&#8217;s mother reported him on run, not returning home and associating with unknown juvenile males. &lt;br /&gt;
Male @ 46XX Aldrich &amp;#38; 37XX Morgan.  Active: Assault 5. Priors: Loiter with Intent to Buy/sell Narcotics, Narcotics, Curfew, Damage to Property &amp;#38; Damage to Motor Vehicle.  Aldrich address was vacant and at Morgan officers spoke to his aunt who reported he and his mother moved to either Brooklyn Center or Brooklyn Park.  &lt;br /&gt;
Male @ 38XX Fremont. Active: Assault 5. Officers encountered his mom who reported him on the streets, confrontational and she is concerned and supportive of &lt;span class="caps"&gt;JCAT&lt;/span&gt; efforts and directed officers to Patrick Henry where they did arrest  him.  Subject recently fled on foot from P4 cops and arrested in connection with a recent northside shots fired incident.  &lt;br /&gt;
Male @ 29XX Bryant.  Active: Carry Weapons w/out a Permit, Theft, Trespass &amp;#38; Domestic Assault.  Priors: Curfew X2,  Weapons, Knife at School &amp;#38; Trespass.  His mom, who recently suffered a stroke, said he is out of control, runs the streets, is &#8220;hell on wheels&#8221;, needs discipline and recently began using marijuana. &lt;br /&gt;
Male @ 21XX Sheridan.  Active: Drug Paraphernalia, Disorderly Conduct &amp;#38; Curfew/Park Ordinances.  Priors:  Curfew X4, Assault 5 X9, Disorderly Conduct X4, Narcotics, Possession of Drug Paraphernalia, Runaway X2, Damage to Property, Disorderly Conduct X4 and Damage to Motor Vehicle.  This is his disabled grandmother&#8217;s home who reports him running the  streets and not attending school and that  occasionally he enters through a window to sleep at night.  &lt;br /&gt;
Male &lt;code&gt; multiple locations over the past months.  Active: Motor Vehicle Theft &amp;#38; False Information to Police.  Priors: Receiving and Concealing, False Information to Police X2, Flee on Foot, Curfew X4 &amp;#38; Consumption of Alcohol by a Minor.  Subject is a reported gang member. During a recent attempt they learned about a possible girlfriend &lt;/code&gt; 42XX Girard and today were told the two were at the house and when they knocked she answered but was reluctant to allow them in and stepped outside, shut the door and talked with officers. Officers asked to speak with her mom and once inside observed a pair of new mens tennis shoes near the couch in the living room.  The mom allowed  a search and found the subject hiding in the attic and he was arrested.  &lt;br /&gt;
Female, reported on run with a dangerous group of drug dealers.  Active: Burglary &amp;#38; Escape.  Priors: Runaway X4, Curfew, Assault 5 and Shoplift.  Previously her parents and brother revealed associations with persons at 20XX Grand NE where &lt;span class="caps"&gt;JCAT&lt;/span&gt; conducted a case a year ago but now found it abandoned.  In another prior case several people were id&#8217;d including a female @ 16XX Dupont.  Upon arrival officers spoke to a male who led them to 26XX Lyndale, #XXX  where they located a female who was deceptive saying she had seen the subject but didn&#8217;t know her whereabouts.  Officers developed leads to another apartment where they met another female, also deceptive, saying she didn&#8217;t know anything about the subject and that she&#8217;d never seen her.  She said she was alone in the apartment but officers persisted and learned her 16 year old daughter was home and obtained consent to enter the apartment and talked with the daughter and found the subject in a back bedroom where she was arrested. &lt;br /&gt;
Male @ 15XX 22nd.   Active:  Flee Police on Foot, Curfew &amp;#38; Park Ordinance Violations.  Priors: Flee on Foot X2, Curfew X2, Shoplift, Assault 5 &amp;#38; Disorderly Conduct.   Officers encountered his mom saying he didn&#8217;t return home and she doesn&#8217;t know his whereabouts.  Later the subject returned home and his mom called to turn him in and he was arrested.  &lt;br /&gt;
Male &lt;code&gt; 5XX Bryant, #XXX, 8XX 42nd Ave,  29XX 14TH Ave S &amp;#38; 11XX Breen St. St. Paul.  Active: Aggravated Robbery of Person.  Subject has been seen with parties recently arrested at Peavey Park in possession of crack cocaine.  Officers arrested a female w/a theft warrant &lt;/code&gt; 8XX 42nd Av where she gave a false name but her true identity was determined.  &lt;br /&gt;
Male @ 8XX Queen.  Active: Giving Court Officials a False Name, Curfew, Park Ordinance Violations. Priors: Curfew X2, Narcotics Loitering, Flee on Foot, Assault 5, Tobacco, Runaway &amp;#38; Disorderly Conduct.  As officers approached subject was coming out a side door and when he saw officers he went back inside.  Officers knocked and his brother, currently in compliance on Aggravated Robbery probation, answered.  Subject was arrested and officers learned he hasn&#8217;t been enrolled in school for the past year and a half.  He seemed to have an interest in attending but said no school would accept him so officers had a school enrollment telephone number and gave it to him and was encouraged to call and enroll in school.  &lt;br /&gt;
Brothers @ 24XX Plymouth, #2.  #1 Active: Aggravated Robbery.  #2 Active: Terroristic Threats.  Both have extensive arrest history. Reports say their father lived there but it was found that he recently moved.&lt;br /&gt;
Male @ 14XX 25th.  Active: Terroristic Threats.  Subject is violating his electronic home monitoring requirements.  Officers found no one home but two large aggressive dogs.  It was reported he fled the prior night after being confronted by a group armed with guns who reportedly reside at 11XX 25th.   Info forwarded to 4 &lt;span class="caps"&gt;PCT CRT&lt;/span&gt;.&lt;/p&gt;</description>

      <title>4th Precinct Highlights Week 562  October 28 - November 3, 2008</title>
      <description>&lt;p&gt;The &lt;span class="caps"&gt;MPD&lt;/span&gt; provides this public safety information as a public service. &lt;span class="caps"&gt;ASSAULT&lt;/span&gt;     &lt;br /&gt;3635 &lt;span class="caps"&gt;FREMONT        WEDNESDAY        1825 HOURS        08&lt;/span&gt;-334460    &lt;br /&gt;55 year old black male w/21 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; was shot at by his nephew a 23 year old black male w/28 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;.&lt;br /&gt;
&lt;span class="caps"&gt;DOWLING&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;QUEEN      SATURDAY        1157 HOURS          08&lt;/span&gt;-337716&lt;br /&gt;31 year old black male w/88 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and a Bogus Boys leader flagged down a fire truck after fleeing the area of Patrick Henry when after hearing shots being fired realized he&#8217;d been hit in the buttocks.  Victim had no idea why someone would shoot him.  His car along with its several bullet holes inventoried.  Multiple &lt;span class="caps"&gt;SHOTS&lt;/span&gt; calls aired in the area of 42 &amp;#38; Humboldt however no crime scene or witnesses were found. &lt;br /&gt;
34XX &lt;span class="caps"&gt;FREMONT        SUNDAY        0230 HOURS        08&lt;/span&gt;-338857    &lt;br /&gt;Officers dispatched to a Damage to Property where a resident discovered a bullet hole in a window. Officers went to 34XX Fremont where it appeared the shots came from and after given permission to search recover a rifle, spent shell casings and rounds.  A second home also had bullet go thru a window.  Parties arrested at 34XX Fremont admitted to firing the rifle at different locations. Arrested were Victor Gaten, Isaac Childress, juvenile, 19, 23 &amp;#38; 15 year old black males w/8, 29 &amp;#38; 1 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;. &lt;br /&gt;
&lt;span class="caps"&gt;BROADWAY&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;LYNDALE   THURSDAY        1316 HOURS        08&lt;/span&gt;-335342    &lt;br /&gt;Officers observed a drug transaction and stopped a related car @ Broadway &amp;#38; Lyndale.  The four occupants immediately began verbally abusing officers and in an attempt to quell the situation the loudest occupant was removed and placed in their squad.  When he was secure the driver was told to exit the car however he replied, &#8220;No!&#8221; and held onto the steering wheel.  While an officer tried to pull him from the car the driver reached down with his right hand and not knowing what he was reaching for, the officer delivered a blow to his head.  This worked and the driver came out only to sucker punch the officer.  A struggle ensued with officers being out numbered, not only by the car&#8217;s occupants, but the 30-40 plus screaming onlookers, so a &lt;span class="caps"&gt;HELP&lt;/span&gt; call was toned.  The fighting suspect was then tased and taken onto custody and weed was recovered.  One officer received a cut to his hand requiring stitches and the other officer&#8217;s hand was x-rayed.  Arrested were Celeste Johnson, Maurice Bailey, juvenile male &amp;#38; Hamarious McMillan, 21, 23, 17 &amp;#38; 20 year old black males w/1, 0, 3 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &amp;#8211; driver booked for Felony Assault on an officer and passengers booked for obstruction without force for hindering the officers during their lawful duties  &lt;br /&gt;
&lt;span class="caps"&gt;ROBBERY&lt;/span&gt;&lt;br /&gt;34TH &amp;#38; &lt;span class="caps"&gt;PENN        TUESDAY         2010 HOURS        08&lt;/span&gt;-333418 &lt;br /&gt;Tow truck driver robbed by three 19-22 year old Asian males when he arrived to pickup a tow.  One suspect put a gun to his head and made him lay on the ground, another had a second gun and suspects went through his pockets taking his phone and keys. &lt;br /&gt;
17th &amp;#38; 2nd &lt;span class="caps"&gt;STREET    WEDNESDAY        0522 HOURS        08&lt;/span&gt;-335065&lt;br /&gt;51 year old white male forced to the ground and kicked by three 15-25 year old black males who then fled with his wallet &amp;#38; $15.00. &lt;br /&gt;
33rd &amp;#38; &lt;span class="caps"&gt;JAMES        THURSDAY        1410 HOURS        08&lt;/span&gt;-335411&lt;br /&gt;41 year old Hispanic male punched and robbed @ gunpoint of ID, $230 cash and bank card by two 18-29 year old black males. &lt;br /&gt;
41st &amp;#38; &lt;span class="caps"&gt;GIRARD        THURSDAY        1650 HOURS        08&lt;/span&gt;-335515    &lt;br /&gt;29 &amp;#38; 27 year old black males w/3 &amp;#38; 16 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; robbed @ gunpoint of their wallets by two 16-20 year old black males and think they were set up by a female under the impression they were carrying a large amount of cash after making a vehicle transaction.&lt;br /&gt;
5229 &lt;span class="caps"&gt;COLFAX        THURSDAY        2000 HOURS        08&lt;/span&gt;-335710    &lt;br /&gt;Two men robbed @ gunpoint by two 20-25 year old black males after working on a house they recently purchased.  One suspect pointed a silver gun while demanding money and then they both fled into the alley with victim&#8217;s wallets and phones.  &lt;br /&gt;
&lt;span class="caps"&gt;LOGAN&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;PLYMOUTH    FRIDAY            0322 HOURS        08&lt;/span&gt;-336117&lt;br /&gt;30 year old white male w/8 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; robbed @ gunpoint of his wallet, phone and shoes by two 18-25 year old black males.  Southside victim said he was north side with an unknown party he&#8217;d meet at the local bar.&lt;br /&gt;
30th &amp;#38; &lt;span class="caps"&gt;FREMONT    FRIDAY            1924 HOURS        08&lt;/span&gt;-335678&lt;br /&gt;17 year old black male robbed @ gunpoint of $111 by two 18-19 year old black males. &lt;br /&gt;

3455 &lt;span class="caps"&gt;MORGAN        MONDAY        1753 HOURS        08&lt;/span&gt;-340263&lt;br /&gt;32 year old white male w/8 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; robbed @ gunpoint of $1.00 by 18-22 year old black male&lt;br /&gt;
&lt;span class="caps"&gt;MORGAN&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;PLYMOUTH      MONDAY        1815 HOURS        08&lt;/span&gt;-340282&lt;br /&gt;37 year old black male w/32 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; hit with a pipe by two 19-21 year old black males who took $20.00.  &lt;br /&gt;
25th &amp;#38;  &lt;span class="caps"&gt;BRYANT        MONDAY        1908 HOURS        08&lt;/span&gt;-340363&lt;br /&gt;16 &amp;#38; 15 year old black males robbed @ gunpoint of phones &amp;#38; &lt;span class="caps"&gt;IPODS&lt;/span&gt; by two 16-19 year old black males.    &lt;br /&gt;
32nd &amp;#38; &lt;span class="caps"&gt;THOMAS        MONDAY        2001 HOURS        08&lt;/span&gt;-340422&lt;br /&gt;22 year old white male punched in the face and robbed @ gunpoint of his wallet by six black males.  &lt;br /&gt;
&lt;span class="caps"&gt;LOGAN&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;PLYMOUTH    MONDAY        2020 HOURS        08&lt;/span&gt;-340437&lt;br /&gt;17 year old black male w/12 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; robbed of his wallet, phone &amp;#38; &lt;span class="caps"&gt;IPOD&lt;/span&gt; by two 16-22 year old black males. Victim came to precinct to report. &lt;br /&gt;
36th &amp;#38; &lt;span class="caps"&gt;EMERSON        MONDAY        2147 HOURS        08&lt;/span&gt;-340529&lt;br /&gt;30 &amp;#38; 21 year old black &amp;#38; white males w/29 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; robbed @ gunpoint by two black males.  Victim&#8217;s struck w/the gun during the robbery in which $200, keys and a door opener were taken.  Some of victims property along with a gun were found nearby. Arrested was Dewayne Braswell, BM/19 w/9 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;

17TH &amp;#38; &lt;span class="caps"&gt;QUEEN        MONDAY        2203 HOURS        08&lt;/span&gt;-340542    &lt;br /&gt;Jay Lenz, a 26 year old white male from Waconia, car jacked during a weed deal gone bad,  was tagged for loitering. Rugel sees two males come out of a vacant house and after a foot chase finds one carrying a semi automatic w/a/full magazine, a Wyoming stolen. 2105 &lt;span class="caps"&gt;EMERSON        TUESDAY        1714 HOURS        08&lt;/span&gt;-333228&lt;br /&gt;First Precinct &lt;span class="caps"&gt;CRT&lt;/span&gt; search warrant recovered weed, crack cocaine and a handgun w/loaded magazine. Arrested were Edward Landvik, Shann Nelson &amp;#38; Deonte Anderson, WM &amp;#38; 2 BM&#8217;s, 39, 22 &amp;#38; 23 years old w/53, 7 &amp;#38; 24 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
3730 &lt;span class="caps"&gt;FREMONT        WEDNESDAY        0800 HOURS        08&lt;/span&gt;-333920&lt;br /&gt;Homeowner found a Mossberg shotgun in her garage&lt;br /&gt;
3555 &lt;span class="caps"&gt;QUEEN        WEDNESDAY        1524 HOURS        08&lt;/span&gt;-334271&lt;br /&gt;&lt;span class="caps"&gt;CRT&lt;/span&gt; warrant recovered a pistol, weed and suspected crack cocaine.  Arrested were Daveon Greenwood, Elichard Gordon, Ciera Sims, Tanisha Gordon, Ruth Scott &amp;#38; Derrick Scott, 21, 21, 19, 33, 21&amp;#38; 20 black males and female w/17, 23, 0, 22, 0 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
23rd &amp;#38; &lt;span class="caps"&gt;ALDRICH        WEDNESDAY        1812 HOURS        08&lt;/span&gt;-334434&lt;br /&gt;Officers responding to a &lt;span class="caps"&gt;SHOTS&lt;/span&gt; call stop a group and locate a 9MM semi automatic stashed under a nearby lawnmower.  Arrested were Hamp Townsell an 18 year old black male w/36 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; on a warrant and two 18 year old black males w/5 &amp;#38; 33 &lt;span class="caps"&gt;CAPRS ID&lt;/span&gt;&#8217;d&lt;br /&gt;
41st &amp;#38; &lt;span class="caps"&gt;LYNDALE        THURSDAY        1640 HORUS        08&lt;/span&gt;-335531    &lt;span class="caps"&gt;ASSIGNED&lt;/span&gt;: VOSS&lt;br /&gt;19 year old black male w/6 &lt;span class="caps"&gt;CARPS&lt;/span&gt; reported 4 BM&#8217;s in a car pointing at his car as he exited the gas station.  Two then got out and while looking at the victim one lifted his shirt and started pulling out a gun from his waistband and the second male told the first &#8220;to get the gun out&#8221; and then said forget it when he saw a squad car.  Both males fled in the car and victim went home and observed the car drive by and park.  Victim called 911 and as officers were checking another squad found the car and 4 black males in front of 2414 Fremont. Officers order the males to the ground but one refused ducking down into the back seat where officers recover a loaded, stolen, 40 caliber pistol. Victim ID&#8217;d two males.  Arrested were Christopher Hayes &amp;#38; Pierre Fisher, 21 year old black males w/6 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and two males I&#8217;d.&lt;br /&gt;
1712 &lt;span class="caps"&gt;FREMONT        THURSDAY        1644 HOURS        08&lt;/span&gt;-335508&lt;br /&gt;3 &lt;span class="caps"&gt;CRT&lt;/span&gt; warrants recovered narcotics, a scale, two large knifes a sword, lots of ammo, a 22 caliber rifle &amp;#38; a 9MM handgun. 1006 &lt;span class="caps"&gt;LOGAN        WEDNESDAY        1131 HOURS        08&lt;/span&gt;-334069&lt;br /&gt;&lt;span class="caps"&gt;CRT&lt;/span&gt; warrant recovered rifle and a small amount of narcotics.  Arrested were Kenneth Wright &amp;#38; Tamieka Burks, 38 &amp;#38; 21 year old black male and female w/6 &amp;#38; 2 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
26XX &lt;span class="caps"&gt;NEWTON        FRIDAY            2232 HOURS         08&lt;/span&gt;-337012  &lt;br /&gt;As officers arrived on a Party call they found several parties trying to get in and heard a female screaming for help inside the residence and were forced to force open the front door.  Inside officers found approximately 100 youths inside without adult supervision.  One party initially stated he lived there and was the host but changed his story when his mom showed up.  While checking the house, officers recovered a sawed off shotgun with a round chambered.  House boarded and the &#8216;host&#8217;  16 year old black male w/2 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; and his mother Lewanda Hicks, 39 year old black female who will be charged by complaint. &lt;br /&gt;
3422 &lt;span class="caps"&gt;FREMONT        SUNDAY        0230 HOURS        08&lt;/span&gt;-338857&lt;br /&gt;See Assault case&lt;br /&gt;
30th &amp;#38; &lt;span class="caps"&gt;KNOX        SUNDAY        1631 HOURS        08&lt;/span&gt;-339079&lt;br /&gt;Responding to a Person w/a Gun a park officer observes a party matching the aired description and orders him to stop, however he flees and when caught is not carrying a gun.  Officers backtracked the suspect&#8217;s path and recovered a black semiautomatic.  Just prior to this call,  Shots were aired in the area of Lowry &amp;#38; Girard. Arrested was a 16 year old black male w/10 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;  &lt;br /&gt;
18TH &amp;#38; &lt;span class="caps"&gt;BRYANT    SUNDAY        2135 HOURS        08&lt;/span&gt;-339335&lt;br /&gt;Traffic stop lead to the recovery of weed, a scale, a loaded Glock and two clips.  Arrested was Andre Atlas a 21 year old black male w/9 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
4115 &lt;span class="caps"&gt;COLFAX        MONDAY        0932 HOURS        08&lt;/span&gt;-339708    &lt;span class="caps"&gt;ASSIGNED&lt;/span&gt;: CHILD &lt;span class="caps"&gt;ABUSE&lt;/span&gt;&lt;br /&gt;Responding to a Pergun officers located the suspect and in his van was 20 rocks of crack cocaine, $430.00 a 380 along and a one year old child.  Arrested was Lance King a 22 year old black male w/14 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
&lt;span class="caps"&gt;PATROL HIGHLIGHTS SUBMITTED&lt;/span&gt;&lt;br /&gt;&lt;span class="caps"&gt;WEDNESDAY&lt;/span&gt; &lt;br /&gt;3630 Queen &amp;#8211; 1000 hours &amp;#8211; 08-333998.   911 caller reported three Asian males carrying cinderblocks and other items into an unattached two car garage, and shutting the door and that the garage is @ a boarded up vacant home.  When officers arrived they were only able to open one of the doors part way and when they heard people working inside they requested K9.  Just as K9 arrived, the other garage door went up and males ran but all three were caught.  Inside the garage was a just reported stolen vehicle which had the radiator and custom air filter already removed, the engine partially disconnected and various wrenches tools and jack on the floor.  A hood from a different vehicle was also inside the garage.  The stolen vehicle which belonged to this hood was also recovered nearby.   &lt;span class="caps"&gt;NOTE&lt;/span&gt;: While an officer was assisting with the arrest of a suspect, the K9 that was out to assist ran up and bit his calf leaving two puncture marks so was transported &amp;#38; treated.  Arrested were Nhia Her, Meng Her &amp;#38; Vang Xiong,  20, 21 &amp;#38; 19 years old w/33, 25 &amp;#38; 19 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
9 Asian males arrested in the last week related to auto thefts &amp;#8211; 08-330976 &#8211; 08-333962, 08-333998 &amp;#38; 08-334062&lt;br /&gt;
4042 Colfax &#8211; 1947 hours &#8211; 08-334581.  Officers heard a large explosion and found a large discolored section of the street and a small amount of paper spread around.  Neighbors said unknown parties fled WB through the yards. &lt;br /&gt;
4600 Penn &#8211; 2129 hours &#8211; 08-334702.  Officers attempted to stop a vehicle starting at 22 &amp;#38; Lyndale but the driver failed to pull over and a chase traveled to 46th &amp;#38; Penn where the driver found himself at a dead end and was taken into custody.  Arrested was Stephen Murschel Jr., a 21 year old white male w/2 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;.   &lt;br /&gt;
&lt;span class="caps"&gt;THURSDAY&lt;/span&gt; &lt;br /&gt;4141 Lyndale &#8211; 0640 hours &#8211; 08-335070.   An officer fought with a male he observed attempting entry into Wells Fargo Bank&#8217;s secured lobby.  Officer went to &lt;span class="caps"&gt;HCMC&lt;/span&gt; for a hand x-ray due to swelling and a cut.  Arrested was Charles Lumbar a 22 year old Native American male w/26 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;FRIDAY&lt;/span&gt; &lt;br /&gt;4419 James &#8211; 0600 hours &amp;#8211; 08-336208.  Officers responded to a garage burglary where a $2000.00 Bianci bicycle was taken and a cheap bike was left behind.  They brought the evidence to the warehouse for printing.&lt;br /&gt;
Then later &lt;br /&gt;
4424 Logan Ave N &amp;#8211; 08-336250.  Another garage burglary where two bikes were stolen.  The victim was called to see if the bike the officers found belonged to them but it didn&#8217;t.  This loss was two &lt;span class="caps"&gt;BMC&lt;/span&gt; bicycles, a road and mountain, worth a total of $13,000.00.  &lt;br /&gt;
&lt;span class="caps"&gt;SATURDAY&lt;/span&gt;&lt;br /&gt;Broadway &amp;#38; Fremont &#8211; 0022 hours &amp;#8211; 08-337190.   Traffic stop recovered several ecstasy tablets and bags of marijuana.  Arrested were Samuel Turnipseed &amp;#38; Mark Davis, 23 &amp;#38; 27 year old black males w/17 &amp;#38; 36 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;
&lt;span class="caps"&gt;SUNDAY&lt;/span&gt;&lt;br /&gt;626 W Broadway &#8211; 0715 hours &amp;#8211; 08-338749.  Officers dispatched to  Winners Gas station where suspects circumvented the alarm system, forced entry then disabled the backup to the alarm system inside the business. The safe was forced with a loss of $12,000.00 and suspects attempted to drill open the &lt;span class="caps"&gt;ATM&lt;/span&gt; but were unsuccessful.&lt;br /&gt;
&lt;span class="caps"&gt;MONDAY&lt;/span&gt; &lt;br /&gt;2018 Fremont &amp;#8211; 1852 hours &#8211; 08-340343.   Officers sneak up on a narcotic complaint and one party flees but was caught.  Officers recovered ecstasy and suspected crack cocaine.  Arrested were John Estellbe, Edwards Freeman, Willie Crump &amp;#38; Ashley Satcher, &lt;br /&gt;37, 35, 26 &amp;#38; 18 year old black males and female W/ 3, 38, 0 &amp;#38; 0 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
&lt;span class="caps"&gt;CRT&lt;/span&gt;&lt;br /&gt;3555 Queen &#8211;  See Weapons case info&lt;br /&gt;1712 Fremont  &amp;#8211; See Weapons case info&lt;br /&gt;1006 Logan &#8211; See Weapons case info                                                                                                                 &lt;br /&gt;16th &amp;#38; Washington &amp;#8211; &lt;span class="caps"&gt;CRT&lt;/span&gt; and Night Directed Patrol recovered 40 pills of ecstasy and 30 grams of marijuana and arrested one.&lt;br /&gt;Continued directed patrol in the zones with numerous arrests.&lt;br /&gt;
&lt;span class="caps"&gt;DIRECTED PATROL&lt;/span&gt;&lt;br /&gt;43 Traffic arrests&lt;br /&gt;4th &amp;#38; Oliver &#8211; 1802 hours &amp;#8211; 08-330262.  Traffic stop of a cracked windshield found the passenger not wearing a seatbelt and to have to have a felony warrant out of Illinois.  Arrested was Quentin Durr, BM/25 w/24 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;22nd &amp;#38; Emerson &#8211; 1248 hours &#8211; 08-334136.  Traffic stop for turn signal violation found the driver with a suspended license and a Gross Misdemeanor Hennepin County warrant.  Arrested was Thomas Clark, BM/23 W/37 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;1565 Hillside &#8211; 1745 hours &#8211; 08-334404.  Officers checked a vehicle&#8217;s registration and found it on an alert regarding  &#8220;smash and grab&#8221; burglaries in Golden Valley.  Officers stopped the vehicle and took the occupants into custody.  Transported to Golden Valley PD  were 31, 32 &amp;#38; 24 year old black males and a female W/51, 15 &amp;#38; 13 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &lt;br /&gt;
&lt;span class="caps"&gt;JCAT&lt;/span&gt; &amp;#8211; Mpls Juvenile Division, 4th &amp;#38; 2nd Precinct Officers, Brooklyn Park Officers, Hennepin County Sheriff Deputies, Hennepin County Juvenile Probation and US Deputy Marshalls made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics.  All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of &lt;span class="caps"&gt;JCAT&lt;/span&gt;.&lt;br /&gt;
Male @ 37XX  6th St.  Active: Motor Vehicle Theft &amp;#38; False Information.  Priors:  Receiving &amp;#38; Concealing X2, False Information to Police X2, Flee on foot, Curfew X4 &amp;#38; Consumption of Alcohol.  Officers spoke w/his dad who admitted his son had been there since officers were last,  but he didn&#8217;t act to resolve the warrant and gave a new commitment to do so.  It was emphasized that his son is associating with persons involved in gun possession and discharge in New Hope where shots were fired and a school was shut down.  It should be noted that it was emphasized that another of his son&#8217;s friends is being sought and was recently arrested for Assault 2, Flee Police and False Information to Police.  Family of this youth and others are failing to act in his interest and &lt;span class="caps"&gt;JCAT&lt;/span&gt; will persist in their efforts to locate him.  &lt;br /&gt;
Male previously &lt;code&gt; 29XX Dupont &amp;#38; 18XX Hillside.  Since then JCAT gathered additional information and sought him &lt;/code&gt; 36XX Penn, #2 his girlfriend&#8217;s.  Active: Domestic Assault.  Priors: Domestic Assault 3, Assault 5 X4, Domestic Assault 2, Disorderly Conduct X4, Shoplift and Damage to Property. Officers located and arrested subject. &lt;br /&gt;
Male @ 37XX Penn.  Active: Assault.  Priors: Domestic Assault X3, Curfew X3 &amp;#38; Shoplift.  Subject is reportedly in possession of a Mac 11 &amp;#38; a 40 caliber gun.  Residence is the home of his girlfriend with whom he has a child.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; also seeking another female and today went to 34XX Oliver &amp;#38; 31XX 15th Ave S and learned she no longer resides at either location.  Also being sought is her brother on Motor Vehicle Tampering warrant and on file with Runaway, Narcotics Loitering X2, Motor Vehicle Theft, Riot X2, Assault 5 X2, Aggravated Robbery of Person, Robbery of Person X2, Trespass, Curfew &amp;#38; Theft.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; sought him at 36XX Oliver, his parent&#8217;s home.  No one located&lt;br /&gt;
Brothers:  #1 Pistol probation violation &amp;#38; #2 Aggravated Robbery.  Officers visited  6XX VanBuren NE, subject&#8217;s sister&#8217;s home and were told she has no association with them and doesn&#8217;t know their whereabouts.  &lt;br /&gt;
Male &lt;code&gt; 15XX Sheridan.  Active: Theft.  Priors: Shoplift, Assault 5 X6, Damage to Property X4, Disorderly Conduct X3, Alarm &amp;#38; Crank.  Officers contacted his mother who said she was hoping we would come, and supports our efforts.  She said he is been disrespectful, out of control, running the streets, and needs to be arrested.  JCAT located him &lt;/code&gt; school and arrested him.  &lt;br /&gt;
Male &lt;code&gt; 16XX Portland.  Active: Pistol.  Priors: Weapons, Narcotics Loitering X5, Flee on Foot, Curfew X6, Motor Vehicle Tampering, Shoplift X2, Disorderly Conduct, Damage to Property &amp;#38; Assault 5.  Subject&#8217;s mother lives in apartment X and his sister resides in X#X however she refused to ID herself.  JCAT developed information identifying subjects two girl friends with whom he has children in common with, at a St. Paul location and 27XX Thomas.  JCAT checked both and developed leads identifying subject&#8217;s father &lt;/code&gt; 73XX University NE Fridley and met w/Fridley PD.  Subject&#8217;s mom initially hostile but is now working with in cooperation to locate her son.  &lt;br /&gt;
Male @ 58XX 73rd  N, Brooklyn Park.  Active: Gun in Public &amp;#38; Disorderly Conduct.  Priors: Gun in Public &amp;#38; Disorderly Conduct.  Officers initially sought him last week at 33XX Oliver and learned he and his mother used to reside there but no longer do.  &lt;br /&gt;
Female @ 14XX Golden Valley Rd.  Active: &lt;span class="caps"&gt;DOC&lt;/span&gt;.  Priors: Curfew, Disorderly Conduct X4 &amp;#38; Assault 2. Open investigation. &lt;br /&gt;
Male @ 24XX Sheridan.  Active: Flee Police on Foot.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; discovered he no longer resides there.  Open investigation. &lt;br /&gt;
     Male @ 16XX 26th.   Active: Loiter with Intent to Buy/Sell Narcotics.  Priors: Narcotics Loitering, Trespass, Parole Violation, Curfew X3, Flee on Foot, Handgun, Alarm and Narcotics.   Officers knocked and residents reluctant to answer and initially confrontational w/out provocation.  Officers explained the purpose of their presence there and requested to talk to subect&#8217;s mother who admitted he was home so was arrested.   Hennepin County Deputies assisted in the execution of a narcotics search warrant 10/30/08 @16XX 26th, next door to the above and discovered the parties there weren&#8217;t tenants as it is a vacant structure.  It was apparent at this early hour that the structure was again occupied.  Officers investigated and located and arrested a male with a Gross Misdemeanor Theft warrant. &lt;br /&gt;
Male @ 15XX 22nd.  Active: Truancy, Assault 5 X3, Damage to Property &amp;#38; Trespass X2.  Priors: Assault 5 X5, Trespass X3 &amp;#38; Damage to Property.  As officers approached he was making his way for the front gate, however was  detained and arrested. &lt;br /&gt;
Male @ 31XX Sheridan.  Active: Assault 5 &amp;#38; Weapons.  Priors:  Assault.  Officers discovered he no longer lives there and developed leads to 28XX Knox where he was arrested. &lt;br /&gt;
Female @ 25XX James.  Active: Disorderly Conduct.  Priors: Curfew X2, Domestic Assault X2, Runaway X3 &amp;#38; Disorderly Conduct.  Officers made visual contact with her mom who refused to answer the door or speak with officers other than to yell and swear at them. It was apparent she was not rational and a large dog could be heard inside. Officers departed the scene without contact as the mother wouldn&#8217;t talk to them. &lt;br /&gt;
Male @ 16XX Upton. Officers learned he has unnamed associates in Coon Rapids and that his mother, who has no parental rights, allows him to stay with her in south Minneapolis.  Probation identified two Richfield addresses as his mothers,  74XX her boy friend&#8217;s and follow up found the mother hiding in a closet.  &lt;br /&gt;
Male &lt;code&gt; 14XX 26th.  Active: Drug Paraphernalia, DOC, Curfew &amp;#38; Park Ordinance Violations.  Priors: Curfew X4, Assault 5 X8, Disorderly Conduct X8, Narcotics, Drug Paraphernalia, Runaway X2, Damage to Property X2 &amp;#38; Damage to Motor Vehicle.  Officers found he no longer lives here so proceeded to his grandmother&#8217;s &lt;/code&gt; 21XX Sheridan where she reported him on run and not attending school.  School resource officers confirmed he&#8217;s enrolled but not attending and will keep an eye out for him.  &lt;br /&gt;
Female @ 7XX Morgan. Active: Disorderly Conduct. Officers made contact with a grandfather and she was arrested. &lt;br /&gt;
Male @ 5XX Bryant.  Active: Aggravated Robbery.  Priors: Curfew.  Subjects step mother lives here and officers learned subject&#8217;s mother lives in Milwaukee. In addition learned he and a buddy, recently released from Red Wing, were seen 10/30 on the nort hside.  The friend is a sibling of chronic juvenile offender.  Using field research three south side and one other North side,  locations were checked.  Subject later called &lt;span class="caps"&gt;JCAT&lt;/span&gt; but wasn&#8217;t cooperative.  &lt;br /&gt;
Male @ 154XX Drexel Way, Apple Valley.  Active: Motor Vehicle Theft &amp;#38; False Information to Police.  Priors: Receiving and Concealing, False Information to Police X2, Flee on Foot, Curfew X4 &amp;#38; Alcohol Consumption.  His associate whom &lt;span class="caps"&gt;JCAT&lt;/span&gt; was actively seeking,  has been arrested in a new Assault 2 case.  Both are Native Mob gang members.  Officers made contact with an uncooperative uncle who reported him having been at his house and driving around in his car and possibly staying with a girlfriend.&lt;/p&gt;</description>

&lt;span class="caps"&gt;BROADWAY&lt;/span&gt; &amp;#38; &lt;span class="caps"&gt;PENN    THURSDAY        1610 HOURS        08&lt;/span&gt;-327860&lt;br /&gt;19 year old black female took the car the mother of boyfriend&#8217;s baby was in, and threatened her w/a knife and attempted to strike her with the car.  Victim&#8217;s infant was in the car in a child car seat, but not locked into it, and fell out of it as the suspect drove the vehicle around. &lt;br /&gt;

Husband sustained a severe bite, bruises to his eye and scrapes. Arrested was Jerome Burkhart a 45 year old black male w/8 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; &#8211; arrested earlier in the month for a burglary in the area of Lowry &amp;#38; Penn and he and his vehicle matched the description of an earlier attempted burglary @ 41/Humboldt.&lt;br /&gt;

1104 &lt;span class="caps"&gt;PLYMOUTH    WEDNESDAY        2044 HOURS        08&lt;/span&gt;-327022    &lt;br /&gt;47 year old black male w/37 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; thrown to the ground and robbed of his green card by a 40 year old black male who he worked with several years ago and sees in the neighborhood. &lt;br /&gt;
5th &amp;#38; &lt;span class="caps"&gt;MORGAN        THURSDAY        1119 HOURS        08&lt;/span&gt;-327607    &lt;span class="caps"&gt;ASSIGNED&lt;/span&gt;: SAUER&lt;br /&gt;21 year old black male, arrested in an earlier robbery, robbed @ gunpoint by suspects who were found hiding inside 1515 Plymouth.  Arrested were a juvenile &amp;#38; Maurice Griffin, 17 &amp;#38; 19 year old black males both w/5 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; who were in possession of victim&#8217;s property and the gun used. &lt;br /&gt;

Suspects forced victim to drive a short distance and robbed him of $43.  A show-up was conducted with persons in the area that matched the description &#8211; negative results.&lt;br /&gt;

Mace left by the suspects inventoried for prints.  &lt;br /&gt;
3220 &lt;span class="caps"&gt;LOWRY        SATURDAY        0530 HOURS        08&lt;/span&gt;-329816&lt;br /&gt;31 year old Hispanic male assaulted by three black males who hit him w/a bottle and fled with his Nike tennis. &lt;br /&gt;
34TH  &amp;#38; &lt;span class="caps"&gt;LYNDALE    SATURDAY        1710 HOURS        08&lt;/span&gt;-330217        &lt;span class="caps"&gt;ASSIGNED&lt;/span&gt;: SAUER &amp;#38; &lt;span class="caps"&gt;MCCARTY&lt;/span&gt;&lt;br /&gt;22 year old black male approached by a male &lt;code&gt; Lowry &amp;#38; Emerson trying to sell a laptop.  The two then went to 34/Lyndale where four others approached and one demanded money &lt;/code&gt; gunpoint and another then took the gun and held it to victims head. The victim was thrown to the ground, punched and kicked and suspects fled with his wallet.  One suspect located at Lowry &amp;#38; Emerson and as he fled from officers threw a &lt;span class="caps"&gt;PSP&lt;/span&gt; and jewelry,  however was caught and stated he ran because the stuff he threw was stolen. Suspect was I&amp;#8217;d by the victim as one of the suspects which punched and kicked him during the robbery. Arrested was a 16 year old black male w/19 &lt;span class="caps"&gt;CAPRS&lt;/span&gt;&lt;br /&gt;

3300 &lt;span class="caps"&gt;DUPONT        WEDNESDAY        2255 HOURS        08&lt;/span&gt;-327174 &lt;br /&gt;Officers heard shots and attempted to stop a vehicle leaving the area, however the driver pulls away from officers and is stopped by another squad a few blocks away.  During the incident a passenger bails but is located with a gun in his pants pocket.  Officers locate a vehicle at 33/Dupont with fresh bullet holes and recover three slugs from it.  Arrested were Alondre Lindsey &amp;#38; Tywan Rulford, 19 &amp;#38; 25 year old black males  w/21 &amp;#38; 45 &lt;span class="caps"&gt;CAPRS&lt;/span&gt; with #2 having w/pre-trial conditions for an up-coming gun case  &lt;br /&gt;

When looking into the car officers observe a crack pipe and a window punch in plain view and learn neither party lives here, nor knows who does and neither have a drivers license.  As officers continue to investigate the suspects are found with toolboxes, tools, dozens of rolls of quarters, hundreds of prepaid phone cards and numerous other items. 1629 &lt;span class="caps"&gt;BRYANT        TUESDAY        2200 HOURS        08&lt;/span&gt;-326601    &lt;span class="caps"&gt;ASSIGNED&lt;/span&gt;: WARNBERG  &lt;br /&gt;Congressman Ellison&#8217;s house and car spray painted.  5 other politicians also had their property damaged.  Car 21 responded. &lt;br /&gt;
&lt;span class="caps"&gt;THURSDAY&lt;/span&gt; &lt;br /&gt;52nd &amp;#38; Girard &#8211; 1959 &lt;span class="caps"&gt;HOURS&lt;/span&gt; &amp;#8211; 08-328079.  Officer flagged down by a parent reporting every morning when her 10 year old daughter goes to the bus stop, there is a black truck bearing MM plate &lt;span class="caps"&gt;KTU538&lt;/span&gt; watching her.  It is occupied by a white male, 45-50 years old and wearing a green and brown jacket.  The parent had previously contacted the school and they moved the bus stop.  The suspect now shows up at the new location.  This has been ongoing since the beginning of the school year.  The parent has been escorting the daughter to the stop and has also witnessed this.&lt;br /&gt;
&lt;span class="caps"&gt;SUNDAY&lt;/span&gt;&lt;br /&gt;521 Logan &#8211; 0120 hours &#8211; 08-331280.  Victim found several bullet holes in the back wall of the apartment and that the shots happened sometime overnight. Several spent .22 casings located in the rear alley of the address.&lt;br /&gt;
 34th &amp;#38; Morgan &#8211; 0424 hours &#8211; 08-330976.  Officers make a great arrest when they spot a car cruising the alley (with no lights on) near 34th and Morgan. Upon investigation, they book 6 for PC Burglary tools. They have car parts, misc credit cards and other items in the car (which was towed and held for Property Crimes).&lt;br /&gt;
626 W Broadway &#8211; 1910 hours &#8211; 08-331414.  Officers observed a moving stolen at 21st and Lyndale and the driver and passenger were taken into custody. One booked and the other tagged.&lt;br /&gt;
27th &amp;#38; Emerson &#8211; 2122 hours &amp;#8211; 08-331508.  Officers in the area and noticed &lt;span class="caps"&gt;MO OBW01T&lt;/span&gt; driving recklessly and attempt to stop it however the driver increased his speed and fails to pull over.  When asked, the officers said they believed driver may be intoxicated. The pursuit lasted approximately 3 minutes and ended with the suspect pulling over and bailing. A perimeter was set and the area was checked but the officers were unable to locate the suspect.  Speeds were approximately 50 mph, pursuit lasted 3 minutes and went from 27th &amp;#38; Emerson to 35th &amp;#38; Emerson. &lt;br /&gt;
&lt;span class="caps"&gt;MONDAY&lt;/span&gt;&lt;br /&gt;25XX Irving &amp;#8211; 0916 hours &#8211; 08-331902.   Domestic &amp;#8211; suspect held a knife at the throat of the victim and fled on foot when officers arrive, but is caught and booked.  Knife was recovered.  &lt;br /&gt;
41XX  Aldrich &#8211; 1600 hours &amp;#8211; 08-332063 .  K9 sees an occupied car blocking the alley and driver didn&#8217;t know who the car&#8217;s owner was.  Officer finds a phone number in the car and located the owner who was just about to call 911 about his recently stolen car.  The driver was booked at &lt;span class="caps"&gt;JDC&lt;/span&gt; and the passenger was cited tampering.  &lt;br /&gt;
3001 3 St N &amp;#8211; 1906 hours &amp;#8211; 08-332332.  Officers dispatched to a call where the caller stated that he was holding a knife to his chest and made threats towards killing himself.  There were also statements made regarding the callers involvement in crimes committed in Mounds View. Officers arrived and made contact with the caller.  He was found holding a knife and threatening to kill himself and was tased when he refused to drop the knife.  The suspect held on to the knife through the Taser cycle and was able to stab himself in the chest and would not let go of the knife so officers were forced to physically fight with him.  &lt;span class="caps"&gt;A HELP&lt;/span&gt; call was toned and officers were eventually able to gain control of him and he was transported to &lt;span class="caps"&gt;NMMC&lt;/span&gt;.   Mounds View PD and the &lt;span class="caps"&gt;BCA&lt;/span&gt; were at the scene as they were looking for this same person.   One officer suffered a minor injury during the fight.  Officers did an excellent job taking a violent suspect into custody.  Excellent work by several cops!  At the time of the original report officers were securing the suspect at the &lt;span class="caps"&gt;NMMC&lt;/span&gt; and the apartment while the &lt;span class="caps"&gt;BCA&lt;/span&gt; and Mounds View PD drafted a search warrant in regards to an ongoing investigation in their city. &lt;br /&gt;

10/21/08     &amp;#8211; 08-326206 &amp;#8211;  Officers stopped a vehicle for a non functioning license plate light after dusk and when the passenger was ID&#8217;d due to not wearing a seat belt he was found to have felony warrants for Controlled substance and R&amp;#38;C.  &lt;br /&gt;
10/21/08     &amp;#8211; 08-325977 &amp;#8211; Officers initiated a stop for no white license plate light and found the driver to have no valid DL and checks found he had a felony and misdemeanor Hennepin County warrants.  &lt;br /&gt;
10/23/08    &amp;#8211; 08-328873 &amp;#8211; Officers observed a male handling suspected marijuana so he was stopped and identified and checks showed a juvenile felony warrant.  &lt;br /&gt;
10/27/08     &amp;#8211; 08-332512 &amp;#8211; Officers recognized a male at the above location who was known to have a felony theft warrant.  &lt;br /&gt;
10/27/08    &amp;#8211; 08-332088 &amp;#8211; Officers stopped a car for a stop sign violation and upon making contact with the occupants smelled burnt marijuana coming from the car.  During further searches officers located 2 pills of suspected ecstasy on the driver and suspected crack cocaine on the passenger.&lt;br /&gt;

Male @ 37XX Penn the home of his girlfriend.  Active: Felony Assault.  Priors: Domestic Assault, Curfew X3 &amp;#38; Shoplift.  Officers were informed by family members that he is in possession of a gun and is extraordinarily violent.  Officers made contact with his girlfriend, with whom he has a child, and attempted interviews but she was uncooperative.  &lt;br /&gt;
Male &lt;code&gt; 52XX Emerson, his aunts&#8217;s residence.   Active: Escape from Custody.  Priors: Auto Theft, Curfew, Assault 2, Terroristic Threats X2, Disorderly Conduct, Shoplift, Burglary and Arson.   Officers made contact with a step sister who gave consent to search.  Officers learned he hangs around the northside and &lt;/code&gt; 34XX Penn.  Officers proceeded there and conducted interviews but it appeared there is no association.  Open investigation. &lt;br /&gt;
Male @ 51XX Bryant, friends house.  Active: Criminal Sexual Conduct, Motor Vehicle Theft &amp;#38; Motor Vehicle Tampering.  Priors: Betting, Criminal Sexual Conduct, Flee on Foot, Curfew X2, Damage to Property &amp;#38; Trespass.  Officers learned from a neighbor he was inside and after force was used on the door officers entered and searched.  No one was there and the home was re-secured.  Officers have also previously sought him @7XX 21st Ave and have interviewed him at Henry H.S were he is uncooperative.  Subject is running the streets in the interim. &lt;br /&gt;

Male @ 29XX Dupont.   Active: Domestic Assault.  Priors: Domestic Assault 3, Domestic Assault 2, Domestic Assault 5 X2, Alarms, Disorderly Conduct X4, Shoplift, Damage to Property &amp;#38; Assault 5 X2.  Officers made contact and learned he no longer lives there and goes by the street name, &#8220;MAN&#8221; and his mother is called, &#8220;Z&#8221;.  &lt;br /&gt;
Male @ 31XX Oliver, Apt &lt;span class="caps"&gt;XXX&lt;/span&gt;.  Active: Escape from Custody.  Priors: Auto Theft, Flee Police, Assault 2, Terroristic Threats X2, Disorderly Conduct, Shoplift, Burglary &amp;#38; Arson.  Residents reported he was there yesterday.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; spoke with a public housing manager who was unwilling to assist in this matter.  4th Precinct officers later arrested him at  818 Lowry. &lt;br /&gt;
Female &lt;code&gt; 35XX Central NE.  Active: Disorderly Conduct.  Priors: Domestic Assault &amp;#38; Runaway.  She is reportedly suffering from mental illness, on run and not taking prescribed medications.  Officers spoke with her mother and learned the 17 year old is staying with 20 year old boyfriend &lt;/code&gt; 33XX  Sheridan where officers located her in the basement in bed with him.  &lt;br /&gt;
Male @ 37XX Girard.  Active: Weapons.  Priors: Flee on Foot, Curfew X2, Weapons, Assault 5 X6, Disorderly Conduct X3, Auto Theft &amp;#38; Terroristic Threats.  Subject previously arrested at this location w/a loaded sawed off shotgun next to his bed.  Officers encountered an uncooperative adult sibling and a cooperative mother who reported two weeks ago he and his friends were there in possession of guns and she hasn&#8217;t seen him since.  She reports that he is a &#8220;Tre 6 Mafia gang member and said they are &#8220;feuding&#8221; with the Taliban gang.   She also said he is with associates known only as, &#8220;Blue&#8221; and &#8220;Scud&#8221; all of whom hang around 23rd &amp;#38; Lyndale. &lt;br /&gt;
Male @ 28XX Emerson.  Active: Financial Transaction Card Fraud.  Officers learned he no longer resides here.  &lt;br /&gt;
Male Siblings @ 4XX 30th their mother&#8217;s home.   #1&#8211; Active: Trespass.  Priors: Burglary X2, Flee on Foot X2, Lurking, False Information to Police, Curfew, Riot, Assault 5 X3 &amp;#38; Robbery of Person.  #2 &#8211; Active: Theft.  Priors: Tobacco, Flee on Foot, Lurking, False Information to Police, Curfew X2 &amp;#38; Aggravated Robbery.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; sought them 4 weeks ago and located their mother who reported they were in Nebraska with their father.  The mother reports they are still out of state but are expected back for the holidays.  &lt;br /&gt;

Male @ 33XX Irving.  Active: Theft &amp;#38; Domestic Assault reportedly transferred from Anoka Co. to Hennepin County.  Subject arrested. &lt;br /&gt;
Male -Native Mob member.  Active:  Motor Vehicle Theft, &amp;#38; False Information to Police.  Priors: Receiving &amp;#38; Concealing X2, False Information to Police X2, Flee on Foot, Curfew X4, Consumption of Alcohol by a Minor.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; has actively sought subject for several weeks and developed a new address on 10/21/08 in Apple Valley.  On 10/22/08 &lt;span class="caps"&gt;JCAT&lt;/span&gt; developed leads that he is   staying with a male @ 81XX 49th Ave. N, New Hope.  Note: on the early a.m. of 10/21/08 multiple shots were fired by residents at 81xx 49th Ave. No which resulted in a several hour stand off between police and the residents.  Several persons were arrested and firearms were recovered.  The H.S. across the street was shut down as a result of this incident.  Subject is still at large and clearly at risk and a risk to others.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; checked this address on 10/23/08 to see if he or anyone else was there bur found the dwelling vacant. &lt;br /&gt;
Male Shipp.  Active: Assault 3.  Priors: Curfew X2, Assault 5, Disorderly Conduct, Narcotics &amp;#38; Tobacco.  In recent weeks &lt;span class="caps"&gt;JCAT&lt;/span&gt; sought him &lt;code&gt; 40XX Lyndale and today found his mother &lt;/code&gt; 31XX Queen who reported him still on run and staying with male siblings, and their mother.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; developed the address 76XX Newton, Brooklyn Park which they found vacant.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; also identified 83XX Zane N, Brooklyn Park, #XXX and stopped two males a couple blocks away, one of whom matched the description of Shipp. Two males I&#8217;d  with one found to have three assault warrants.  Upon arrival at 83XX Zane they encountered the siblings, both on burglary probation, who claimed the subject left the night before,  however  he was located on the balcony.  During the effort &lt;span class="caps"&gt;JCAT&lt;/span&gt; located a witness, wanted by Homicide, in the murder of Kendell Johnson @ Broadway &amp;#38; Emerson and transported him for questioning.  &lt;span class="caps"&gt;JCAT&lt;/span&gt; is aware the deceased Johnson was a close friend of a male they are seeking and learned he is armed with a Mac 11 machine gun &amp;#38; a .40 caliber pistol. It has been previously reported that he will shoot officers who try and arrest him and that he contemplated shooting &lt;span class="caps"&gt;JCAT&lt;/span&gt; Officers on May 2008 arrest. &lt;br /&gt;
