V1/BM-18 yrs. shot in stomach (minor) by S1/BM unk, Kelvin 19-20 yrs.-braided short hair wearing all black and carrying a dark w/chrome or silver on bottom .38 Cal gun who fled in vehicle/’99 CHEV Blazer/MN TLA016 (white/cream) SUV along w/3 other BMs. V1 was uncooperative. At 21:00 hrs., vehicle was located with AP1/Vanhook Jr, Michael BM-18 yrs., AP2/Seamon, Antwan-BM 29 yrs. and AP3/Walker, Keiarre-BM 21 yrs.

W/1 says - saw V1 come from the park/he ended up inside a residence. Suspects GOA in a possible Pontiac Bonneville, 4-dr in ‘90s/white sedan.

AP1/Ashley, Cecil-31 yrs. –BM (related case: 09-199622) and V1/WM-34 yrs. had his leg grazed by vehicle. V1 was trying to take possession of vehicle who works for Quality Auto Sales Finance. AP1 then asked to retrieve property from veh. V1 said he could have it if the keys were given to him first. AP1 gave wrong keys to V1 and ran into V1 instead. V1 was able to leap away.

AP1/Diaz-Flores, Esteban- MexicanM 34 yrs. /drunk is the downstairs neighbor of V1/WF-23 yrs. /drugged and V1’s husband is his employer. AP1 claims to have run errands w/V1. V1 went to NM Hsp. because off of medications. Apparently AP1 went to her room/raped her pinning her down while her 4 yr. old son slept next to them never waking to her screams. V1 had taken 2 drugs a little before the CSC occurred.

S1 had a crack pipe in her hand/grabbed V1’s purse and got the “percoset.”

After receiving a 911 call, officers caught AP removing the aluminum siding from the vacant home. AP booked HCJ.

SQD 420 AP presented a forged prescription to witness. AP stated that an unknown pharmacist ripped up the legitimate prescription and gave her another one with more pills. AP was booked at HCJ.

Officers went to a verbal domestic between Father and son. Officers receive information that the son has a knife in his pocket. Officer attempts to pat search the son. The son pushes Officer across the room. The son then grabs Officer 2 by his neck and attempts to strangle him. Officer 2 uses force on the son and he is eventually taken into custody. Officer 2’s had injures his left hand and is seen by a doctor at HCMC. AP booked JDC for Obstructing.

• Officers on foot patrol in alley watching a group on Thomas
• 3 armed Suspects came down same alley

Officers responded to a domestic at the above. They arrive and were advised that a female, AP1 had cut the tail off of her daughter’s poodle. AP1 booked for above and animal control responded and took the dog.

Victim stated that a friend of hers pulled out a box cutter and stole her pain meds. Suspect was GOA and victim refused EMS.

Witness called 911 after suspect beat victim with an aluminum bat. Victim was bruised and “battered”, but refused EMS. The incoherent victim thought that the suspects may have been his girlfriends’ nephew. Suspects were GOA.

Boyfriend puts his girlfriend into the LVR after they argued over the pet pit-bull. The victim screams for help and the 9 grabs some scissors and gives them to the victim who pokes the boyfriend around his face. The boyfriend takes the scissors from the girlfriend who is scratched on her leg. During the melee, the boyfriend’s clothing is doused with bleach on the floor. Boyfriend is booked after a HCMC visit. The victim refuses to go to hospital. The pit-bull is taken via squad to Animal Control.

Squads were called to the area on a disturbance/fight call. Upon arrival, squads found that the suspects had fled in several cars with the actual shooter leaving the area in a White SUV. Victim had been shot in the right side of his torso, through and through with what appeared to be non life-threatening injuries. Victim was extremely uncooperative on scene and gave only minimal information. From some witnesses on scene it appeared that some females had come to the address to fight some residents of this address. Numerous people became involved in fight at which time; shooter retrieved a gun from SUV and shot several times. Victim was struck and numerous parties fled. Suspect vehicle info aired and VOTF spotted the vehicle with 3 occupants on 94W. Info called out and squads caught up to vehicle on 94W and approx. Xerxes. With the assistance of VOTF, State Patrol and Brooklyn Center, a felony stop was initiated. All 3 parties taken from vehicle and in search of vehicle a gun was found in the door panel of driver’s door. All 3 booked into HCJ for Agg. Assault.

Victim was at gas station having gotten turned around and trying to get to Theo Wirth Pkwy. As victim was standing outside of his vehicle, he was approached from behind and one of the 3 suspects put something around his neck and began choking him. Victim began to fight with suspects, elbowing one of them in the face. Victim was then struck in the face with a small club or baseball bat. Victim’s cell phone fell to the ground and suspects picked it up and ran. Victim had $1,000.00 in his wallet as he had just sold a vehicle.
FRIDAY (06-26):

Squad spotted suspect vehicle that was involved in an earlier FLEE (09-195341) and PDHR. The suspect vehicle was traveling Eastbound on 22nd Avenue at Girard Avenue. Squad was going westbound and turned his squad around to pursue the suspect car. The suspect car accelerated and the squad turned his lights and sirens on. I could hear the sirens during the officer’s radio transmissions. The car was about 2 blocks ahead of the officer’s squad. The suspect car continued eastbound on 22nd until the suspect driver bailed in the 2300 block of 3rd St. Officers located the suspect after a perimeter was set. The suspect was hiding in a car where 2 males were working on another car. Ape had suspected crack cocaine in his pocket. There wasn’t any damage to any squads or other property. The AP was booked at HCJ. One of the parties working on the car was cited/released for obstruct. The other male that was working on the car was booked for violating the conditions of his parole. He was listed in gangnet. I didn’t acknowledge the pursuit over the air due to radio traffic. The speed was unknown. The weather was hot and clear. There was normal pedestrian traffic in the area. Parks squads don’t have video equipment.

Squad responds to above location on an assault in progress. Officers arrive and notice the victim badly beaten in the street. Victim states two males in t-shirts approached him and begin beating him. Victim is transported to NMMC with lacerations on his head/face. Suspects are GOA.

Squad responds to above on a robbery of person report. Victim reports the suspect approached him on foot and produced a black handgun. Suspect demands money. The victim produces $1.50 and gives it to suspect. Apparently it wasn’t enough so the suspect pistol whips the victim. The victim had bumps on his head. The suspect then rides off with the victims White Mountain bike and is GOA.

24XX W Broadway -CVS Pharmacy 04:13 hrs 09-196499
Squads and K-9 are dispatched to above on a burglary in progress. Alarm Company called to report that there were 3 male suspects inside the store looting. Officers arrive within minutes and find a 4x4 window broken out on the east side of the building. Officers check the building and learn the suspects are GOA. It appears the loss was cigarettes.

Squad responds to above address on a CSCR that had just occurred. Officers arrive and speak with the female victim. She reported a male acquaintance that has been staying with her raped her. The male/suspect was taken into custody and transported to HCMC for exam. He was then booked at HCJ for above. The victim was taken to NMMC for SARS exam.

(Winner Gas) on a Theft call. The staff was following a party that had stole items from the store. Officers located and arrested the suspect. After tagging him, they placed him on a health and welfare hold.

Officers located a suspect from an earlier domestic assault. Remarks from the earlier calls made it appear that the suspect used his skateboard to elude dogwatch officers. As Daywatch officers located the suspect during the ‘arrest window’/booked HCJ.

Squad was doing a surveillance detail at above. He observed the AP purchase crack, stopped him, and recovered the 2 rocks of crack in his hand. AP booked PC Narcotics.

92X Oliver 03:00 hrs 09-198110
Squad responded to United Hospital to see a CSCR victim. She was at the above address the night before and may have been given a date rape drug. She was assaulted by a suspect known to her and was unable to resist as she was unable to move or speak. Officers responded to the address and conducted a consent search. Evidence was recovered, photographs taken, and a suspect ID’d. Car 710 was advised.
Carjack/Robbery of Person
Plymouth/Upton 22:00 hrs 09-198433
Victim was parked at above with 2 other occupants in his 2008 Chrysler 300. A B/M in his 20’s, 5’8”, with braided hair approached on foot and pointed a pistol at the occupants and racked it. Suspect demanded they get out of the car and he got in and fled NB.

Squad was driving through the above intersection when their back wing window exploded. Officers were unsure what caused this and did not locate anyone around. Upon looking at the squad, officers located pieces of a beer bottle inside the squad and in the street (many of which had possible prints on them). Car 21 called to scene to process.

Squad returned to the same intersection approx. 90 minutes after having their window broken out. As they come through the intersection, they observe AP throw a bottle at their squad. AP is apprehended after a foot chase, and after a visit to NMMC for stitches, the AP is booked at JDC. 2 others who were with the AP were not captured.

Officers assisted DOC on an attempt Pick-up of Derrek Lamar Bacon 03/19/1963 wanted for felon in possession. DOC received information on a possible location. Officers received keys from the homeowner and located AP/BACON barricaded on a back porch. AP/BACON was taken into custody and booked HCJ.

Officers received information about Terrell Vonshay Roberson 06/26/1986 having a felony warrant for aggravated robbery. Officers located AP/ROBERSON in the area of Plymouth and James. AP/ROBERSON was taken into custody and booked HCJ for the confirmed warrant.
• 06/24/2009 09-193226 PC NARC
Officers conducted a TLE at 36/Penn. While speaking with the occupants, officers noticed a strong smell of marijuana and observed suspected marijuana inside the vehicle. During further searches, officers located approximately 90 grams of marijuana inside the vehicle. The driver, AP/DEMPSEY, was booked HCJ for PC NARC.

Officers checked a suspicious vehicles registration and found that the RO had a felony warrant for forgery. The RO, AP/COLEMAN, was located standing nearby and was taken into custody. AP/COLEMAN was transported and booked HCJ for the confirmed felony warrant.
Misc: 19 Misdemeanor Traffic Arrests
3 Misdemeanor Warrants
JCAT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis School Resource Officers, Hennepin County Sheriff Deputies and Hennepin County Juvenile Probation made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.
The following personnel participated in JCAT/FALCON field operations June 22, 2009 through June 26, 2009:
1. Officers sought known juvenile, at 23XX Upton Ave. No. and found he no longer lives there. We then sought him at 34XX Columbus through JCAT research. Officers encountered many angry occupants who showered Officers with vulgarities, insults, and obscenities without provocation. He is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR AGGRAVATED ROBBERY. He is on file in MPD juvenile history # 23108 with prior MPD citations/petitions for: ROBBERY OF BUSINESS X3, FLEE ON FOOT, CURFEW X3, ASLT X2, DOMESTIC ASLT, DISORDERLY CONDUCT X2, AND RUNAWAY. Occupants of the dwelling are family members but they are not inclined to civil discourse or resolution of the warrant case.
2. Officers encountered juvenile male in a MV at Broadway Ave. W. and Lyndale Ave. No. He was found to have an active STEARNS CO. JUVENILE ARREST WARRANT FOR ASLT 4. He was arrested without incident on the authority of the arrest warrant and transported to JDC on the authority of the arrest warrant. He apparently recently moved to Mpls., MN.
3. Officers sought known male on JUVENILE AND ADULT NO BAIL NO BOND ARREST WARRANTS FOR CSC, DISORDERLY CONDUCT, AND OCCUPYING A CONDEMNED BULDING. He is on file in MPD juvenile history # 29839 with prior MPD citations/petitions for: CSCR, SPITTING, ROBBERY OF PERSON, ASLT 3, RUNAWAY X2, FALSE INFORMATION TO POLICE, TOBACCO, DAMAGE TO PROPERTY, MV TAMPERING AND DAMAGE TO PROPERTY. Officers sought him at 3xx Lowry, 36xx Emerson Ave. No., 37xx Dupont Ave.No., 38xx Thomas Ave. No., and 21xx Dupont Ave. No. While investigating at 36xx Emerson, Officers attempted to interview the neighbor at 36xx Emerson Ave. No. Mpls., MN. While knocking on the front door a person fled on foot out the back door. This person was pursued on foot and apprehended. It was found to be juvenile who had three ACTIVE JUVENILE ARREST WARRANTS. He was transported to St. Joes as instructed on the WARRANT. His father lives there with brother; and others one of whom was recently released from RED WING on a POSSESSION OF A PISTOL case that occurred when this family lived in the 3rd PCT just a few months ago.
4. Officers sought male at 31xx Bloomington Ave. So. Mpls., MN on an active ESCAPE BENCH WARRANT. He is on file in MPD juvenile history # 32220 with prior MPD citations/petitions for: AGGRAVATED ROBBERY, LOITER NARC, CURFEW, TRESPASS X3, TRANSIT CRIME X2, TOBACCO, DISORDERLY CONDUCT, AND ASLT. Upon arrival Officers encountered another in a MV that a know prostitute just got out of. Officers investigated this circumstance and learned he was wanted on TWO FELONY ARREST WARRANTS FOR ASLT AND R&C. Officer transported him to HCJ. Officers knocked on the door at 31xx Bloomington and obtained consent to enter and search and conducted interviews. Officers learned male was seen with OT1 who recently moved from the 3rd PCT to 23xx Dupont Ave. No. Mpls., MN. Officers went there and conducted an interview with OT2. JCAT later learned that male turned himself in and the warrant hadn’t been cancelled. Case closed.
5. Officers sought known person, initially at 26xx Upton Ave. No. Mpls., MN. Officers encountered her uncle; there. Officers conducted on-scene interview and he revealed that she is living in Anoka Co. but he refused to reveal where. Person developed leads taking Officers to 96xx Tyler St. NE Blaine, MN where Officers located and arrested her on the authority of SIX JUVENILE NO BAIL NO BOND ARREST WARRANTS dated April 2008. She is on file in MPD juvenile history # 39778 with prior MPD citations/petitions for: ASLT 4, DISORDERLY CONDUCT X3, RUNAWAY X2. She was transported to JDC.
6. Officers sought juvenile at 32xx Sheridan Ave. No. Mpls., MN. She had an active JUVENILE BENCH WARRANT FOR GM THEFT. She is on file in MPD juvenile history # 43834 with prior MPD petition for HANDGUN. Officers knocked on the door and she answered. She was alone there with her boyfriend. She was arrested on the authority of the arrest warrant and transported to JDC.
7. Officers sought male at 35xx Fremont Ave. No.Mpls., MN. He is wanted on an active JUVENILE BENCH WARRANT FOR BURGLARY. He is on file in MPD juvenile history with prior citation for CURFEW. Officers encountered his sister; and her boyfriend there. She reports that male is living in Chicago, IL. Case closed.
8. Officers sought known person, at 29xx Penn Ave. No. Mpls., MN. He was wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR ASLT 2. He is on file in MPD juvenile history # 19498 with prior MPD citations/petitions for: LOITER NARC, and CURFEW X4. Officers knocked on the door which was answered by his sibling who reported he was sleeping on the couch in the living room. Officers proceeded there and located him sleeping on a couch. He was arrested on the authority of the arrest warrant. Beneath him on the couch was a loaded SEMI-AUTOMATIC PISTOL. He was additionally arrested for PC CERTAIN PERSONS NOT TO POSSESS PISTOL.
9. Officers located and arrested female at 43xx Penn Ave. No. Mpls., MN on an active JUVENILE BENCH WARRANT FOR CSC X3. She is not on file in MPD juvenile history. Her mother was present along with siblings and a cousin. She was transported to JDC on the authority of the arrest warrant.
10. On Saturday morning 06/27/09 at 0730 officer received a telephone call from a concerned parent seeking help locating his son on an active JUVENILE PROBATION ARREST WARRANT FOR BURGLARY X2, POSSESSION OF BB GUN IN PUBLIC, POSSESSION OF BURGLARY TOOLS, AND AGGRAVATED ROBBERY. Officer contacted JDC and confirmed the warrant was active. Then he contacted MPD 4TH PCT SGT. requested an attempt P/U at 52xx Newton Ave. No. MPD SGT. and OFFICERS located and arrested him hiding in the basement at this location and transported him to JDC.
11. Officers sought known person at 38xx Thomas Ave. No. Mpls., MN. He has an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR MV THEFT. He is on file in MPD juvenile history # 31568 with prior MPD citations/petitions for: POSSESS DRUG PARAPHERNALIA, AGGRAVATED ROBBERY, TAXI FARE EVASION, TRANSIT CRIME, MV TAMPERING, CURFEW X4, DAMAGETO PROPERTY X2, SHOPLIFT, THEFT, LURKING, MV THEFT, AND FALSE INFORMATION TO POLICE. Officers knocked, and conducted consent interview with family members who report he is on run with a girl friend.
