Officers were dispatched to a person w/gun who fired/ran inside the address. AP1/Armstrong, Audra-BF 24 yrs. was booked HCJ for NARC/ASLT4 on a Police Officer and AP2/Scott, Nicholas-BM 19 yrs. was cited for marijuana in a motor vehicle. A silver car was about to leave/apprehended by Officers. AP1 was driving; AP2 was in rear with the 2 children V1/BM-4 yrs. old and V2/BF-3 yrs. old. AP1 stuffed a baggie into V1’s pants before cuffed/began to flail resisting a search/Officers had to pick her up to put in squad. Officer was bit in upper thigh. AP1 then denied the children were hers in the squad. Suspected crack cocaine and marijuana were found. The children were taken to St. Joe’s.

AP1/Foote, Tania – BM 54 yrs. who was intoxicated and V1/BF-48 yrs. stated she gets violent when she drinks. V1 tried to help Witness who was trying to get her son out to bus stop. AP1 punched V1 and bit her left inner forearm. When Officers arrived, AP1 resisted and tried to bite arm of Officer. AP1 had to be tased to gain compliance.

V1 could not provide suspect info. Residents and security officer were not aware of any problems. V1 became angry, threw blue card and signed a waiver refusing medical. This is not a new case.

Officers responded to a stabbing. Victim sustained a stab wound to left side of his chest from either a knife/a screwdriver. Victim stated suspect is his girlfriend. No scene was located. Victim transported to NMMC with non life-threatening wounds.

Officers stop a vehicle for suspicious behavior. Driver appears very nervous and keeps reaching around the vehicle as they are speaking with him. Driver is removed from the vehicle and officers speak with him. He continues his nervous behavior and is elusive in answering questions. Officers conduct a protective sweep of the vehicle for weapons prior to releasing the driver. Officers locate marijuana on the back floorboard of the vehicle. Further search of the vehicle reveals a loaded Glock in the trunk. Driver has no permit to carry. Driver booked HCJ for PC Weapons.

A sprinkler contractor (5’5”/150 lbs) was working on the irrigation sprinklers at McDonald’s. He needed to move a bicycle on the bike rack in order to get at a sprinkler valve. As he moved the bicycle out of his way, he turned around/was punched right in the face by the bike’s owner (6’3” and 285 lbs). AP tried to explain that the sprinkler contractor was trying to steal his bike…

Officers were assisting animal control with retrieving a dangerous dog from the rear of the address. While the agent was attempting to control the dog the dog attacked the agent causing a serious bite to the agents arm. The agent was transported to the hospital via ambulance. Officers on scene were given permission to dispatch the dog due to its aggressive behavior. The dog belonged to the Gustafson family which was not pleased with the police service.

The only notable was a possible pipe bomb going off at 17XX Lyn Park Lane shortly before 2132 hours. The residents heard a thump and shortly after looked out and saw an item in the driveway near the garage door. Bomb, Car 9 and Car 21 responded.

100 Lowry (Lowry Bridge) 09-171928
Officers were dispatched with the Fire Department to a TECHNICAL RESCUE on the Lowry Bridge. Remarks stated that there was someone stranded on the bridge pylon and appeared hurt. Officers arrived and found a male lying on the bridge pylon in the middle of the river. He claimed that he had been there for several hours. He stated that he was ‘walking’ across the closed and half dismantled bridge (he didn’t want to walk all the way down to Broadway to cross). About halfway across the river, he fell off the bridge frame, hit the water and broke his leg. He was able to drag himself up onto the pylon and waited to be found. The fire department put a boat in at Boom Island and picked him up.

Officers located and arrested AP1 and AP2 who had active PC PICK-UPS out for witness tampering.

• 06/03/2009 09-166253 AOA – PC FORGERY
Officers assisted with an ATTPU for Edina PD. AP was located and taken into custody for PC Check Forgery. AP was turned over to Edina PD.

• 06/03/2009 09-166750 Felony Warrants
Officers conducted a traffic stop for equipment violations. The driver/AP1 was found to have a felony warrant for theft. The passenger/AP2 was found to have 2 felony warrants for PC Counterfeiting and Check Forgery. Both were booked HCJ.

• 06/03/2009 09-168963 Felony Warrant
AP was identified after being detained during a narcotics investigation. AP was found to have a felony Controlled Substance warrant. The warrant was confirmed. AP was transported and booked HCJ for the confirmed warrant.

• 06/03/2009 09-168730 GM Warrant
Officers conducted a TLE for fail to signal. The driver/AP1 was cited for DAR. The passenger/AP2 was found to have a GM warrant for DWI. The warrant was confirmed. AP2 was booked HCJ for the confirmed warrant.

• 06/03/2009 09-168846 Felony Warrant
Officers stopped a vehicle for fail to signal. The driver/AP was found to have a felony warrant for Theft. The warrant was confirmed. AP was booked HCJ for the confirmed warrant.

• 06/03/2009 09-168943 GM Warrant
Officers recognized AP who was checked by MDC. AP was found to have a GM Warrant for Trespassing. The warrant was confirmed. AP was booked HCJ for the confirmed warrant.
• 06/05/2009 09-170650 Felony Warrant
Officers initiated a TLE for fail to signal. The front passenger/AP2 was identified due to not wearing a seat belt. He was found to have a felony warrant. The warrant was confirmed. AP2 was booked HCJ for the confirmed warrant.

• 06/06/2009 09-171146 PC CANC-IPS
Officer checked a vehicles registration and found that the RO was CANC-IPS. Officer confirmed it was the RO driving by checking the picture by DVS website. The vehicle was stopped and AP was booked HCJ for PC CANC-IPS.

• 06/08/2009 09-173170 Felony Warrant
Officers initiated a TLE for a suspended object. The driver/AP was found to have a felony warrant for stolen motor vehicle. The warrant was confirmed. AP was booked HCJ for the confirmed warrant.

• 06/08/2009 09-173218 Felony Warrant
Officers received information about AP having a felony narcotics warrant. Officers conducted an attempt pick up at the address and took AP into custody. The warrant was confirmed. AP was booked HCJ for the confirmed felony warrant.

JCAT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis School Resource Officers, Hennepin County Sheriff Deputies and Hennepin County Juvenile Probation made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.

1. Since March 2009, JCAT has sought known person wanted on an active EJJ JUVENILE PROBATION VIOLATION ARREST WARRANT FOR ASLT 1. In the case for which he is on probation he shot another GANG MEMBER in the chest at close quarters. He is on file in MPD juvenile history # 11181 with prior MPD citations/petitions for: ASLT 1, FALSE INFORMATION TO POLICE, DISORDERLY CONDUCT, BURGLARY X2, SHOPLIFT, AND ARSON. JCAT has sought him at multiple addresses and conducted multiple interviews. In that effort we knew he had recently been seen in Brooklyn Center with “KG” and had been at his grandmother’s house at 26XX Russell with him too. He too was on EJJ probation. On this date JCAT arrived at 29XX Aldrich. Contact was made as was admittance into the dwelling. Upon entering the dwelling two persons were encountered in the living room and arrested on the authority of the arrest warrant. Officer observed a blue back pack on the couch with him. The back pack was found to contain: A LOADED .45 CALIBER SEMI-AUTOMATIC PISTOL, A BOX OF .45 AMMUNITION, A BOTTLE OF LIQOUR, AND A CD. These articles were recovered as evidence. The two were also arrested for PC CERTAIN PERSONS NOT TO POSSESS PISTOL.

2. Officers sought juvenile at 10XX 31st Ave. No. Mpls. which was vacant. He is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR BURGLARY. He’s on file/MPD juvenile history # 38805 w/prior MPD citations for: CURFEW, and TRANSIT CRIME. Open investigation.

3. Officers sought known juvenile at 14XX Knox Ave. No. Mpls wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR BB GUN IN PUBLIC. He is on file in MPD juvenile history # 21421 with prior MPD citations/petitions for: CURFEW X2, DISORDERLY CONDUCT X2, THEFT FROM MV, AND SHOPLIFT. Citizen contact made: it was learned that he was in basement on school day during school hrs. Officers located/arrested him there on the authority of the arrest warrant. I asked where he goes when he is on run. He said he stays with a friend near 33rd and Dupont Ave. No. Mpls. He was transported to JDC.

4. Officers sought known juvenile at 15XX Oliver Ave. No. Mpls. He is wanted on an active JUVENILE ARREST WARRANT FOR POSSESSION OF A PISTOL. He is on file in MPD juvenile history # 36113 with prior MPD citations/petitions for: CONSUME ALCOHOL X2, FALSE INFORMATION TO POLICE, CURFEW, DOMESTIC ASLT, DISORDERLY CONDUCT, AND TERRORISTIC THREATS. Aunt was there along other family members who would not cooperate. He is reportedly w/girl friend.

5. Officers sought known person, at 14XX Plymouth Ave. No. wanted on an active JUVENILE EJJ PROBATION VIOLATION ARREST WARRANT FOR 1ST DEGREE AGGRAVATED ROBBERY. Juvenile history # 35899 with prior MPD citations/petitions for: R&C, MV TAMPERING X2, LOITER NARC, TRESPASS, AND CURFEW. Officers encountered mother; and she reported that he is living in a car w/“RUSSIAN KID”.

6. Officers sought known 2 VATOS LOCOS associates wanted on an active JUVENILE PROBATION VIOLATION FOR BURGLARY. He is on file in MPD juvenile history # 32931 with 9 prior petitions/citations. And other wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR POSSESSION OF A PISTOL. He is on file in MPD juvenile history # 32204 with prior MPD citations/petitions. Officers sought them at the home of the girlfriend. Officers learned that one was arrested this past weekend at Mall of America. Open investigation for other.

7. Officers sought known person at 47XX Emerson Ave. No. Mpls., MN. He is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR HARRASSMENT. He is on file in MPD juvenile history # 29546 with prior MPD citations for: CURFEW X 4, LOITER NARC, TRESPASS, AND RUNAWAY. It was learned that he is in custody in Racine, WI.

8. Officers sought known juvenile initially at 33XX Oliver Ave. No. He is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR BURGLARY. He is on file in MPD juvenile history # 42202 with prior MPD citations for CURFEW, RUNAWAY X4, AND MV THEFT. Officers encountered his aunt who reported he is staying with his mother. Officers conducted re-search/discovered she is staying at 10XX 19th Ave. SE Mpls., MN. Officers proceeded there and interviewed her. She reported that he is on run and staying with another youth. JCAT contacted Columbia Heights PD, MN. Officers proceeded there and learned from neighbors that he was seen entering that address at 0700 hrs that morning. Officers conducted a search however he was GOA.
