AP1/Funches, Juanita–BF 20 yrs. w/black revolver, AP2/Roland, Martize-BM 23 yrs./drunk w/black revolver and AP3/Woodard IV, James-BM 24 yrs./drunk were all detained by Officers. AP1 withdrew a gun from her bra and handed it to AP2 so he could shoot V1/BM-16 yrs. during a heated argument. W1 has a baby w/AP2 – her ex-boyfriend. V1 was trying to prevent her from being abused by AP2. AP3, in the end, had the gun looking for V1 as well. V1 fled and hiding in bushes until MPD arrived.

V1/BM-42 yrs. and V2’s/WF-48 yrs. homes were hit/no injuries/both were in their home at the time during a drive-by-shooting. V3/BM, V4/BM, V5/BM and V6/BM were on the street when 7 Suspects/Unk-Asian males in a dark green Unk Honda or Mazda 4-door started shooting at them also/no injuries. Another white vehicle approached witness and asked if they were a “MOB.” Witness also saw 3 unk Asian males walking toward the same area. After shooting, they got into the green vehicle and GOA.

V1/BM-21 yrs. struck by vehicle driven by S2/unk BM 32-35 yrs. S1/BM-22 yrs. attempted to stab V2/BM-21 yrs. with a knife. Both suspects threatened to kill the victim who fled/drove to the precinct. They have had disputes in past/now threats to life.

They went to bar for drinks/hooked up with S1/unk BM/50-55 yrs. and S2/Unk BM/40-45 yrs. who bought them drinks and talked them into playing cards at S1’s home where sexual assaults took place. OT1 left with S2 and has not been heard from.

They pulled into garage and suspects cornered them from alley. Little description info except that they were all dark complected. No injuries.

(strangers) by getting in the back seat and was driven to this location where S1 grabbed her neck/took purse, cell, money and left her on the street. V1 got a ride to 4th Pct. to file a report.

Burglary of Occupied Dwelling in the 2700 block of Knox at 0227 hours. Victims said they were sleeping when multiple suspects came into the home and demanded money, guns and a PS3. At least one suspect was armed w/gun.

V1 stabbed by Unk suspect in chest/deflated a lung/NLT.

Officers see car blocking Penn that matches description from earlier shots call/find three handguns in the car, one that was the same caliber from the shots call. Two adults/juvenile booked.

See Preliminary report on shooting at 26th and Penn. 1921 hours. Squad flagged down in area of 26th & Penn on a DOWN. Officer located V1 in the middle of street on 26th/eastside of Penn Av. N. V1 states he heard SHOTS/fell to ground. Witness in his vehicle stated he saw 2BMs near alley on 26th /near alley of Penn to Queen Av N where shell casings found. SHOTSPOTTER activated on NE corner of 26th & Penn. Suspects were running WB on 26th/between St. Anne’s church & CVS store. V1 went to NMMC w/serious injuries/appears to be from a bullet going through his spinal cord/lodging in left kidney paralyzing him at least from waist down.

Victim rents this building for an auto body shop. V1 states 2BM suspects came into business/robbed V1 of his wallet at gunpoint. S1 fired one shot in business (no evidence could be located). Suspects fled WB down alley towards Penn (these same suspects possibly involved in SHOOT at 26th & Penn). Suspects then appeared to go into Brooklyn Center/used V1’s CC to buy gas. Unable to determine which businesses these were through/received info V1’s CC had attempted to be used at 21:02 hrs at the BP Gas station at University & 35W. Business may be able to get photo if card was used at the pump closest to the business.

Officers dispatched to a fight in progress at above location. Enroute, Dispatch airs that shot spotter is reporting 3 shots fired in area. Officers check above address for victim because of blood on front steps. Officers check inside/locate suspect who fired the shots hiding upstairs. Officers locate the pistol inside the home. S1 is booked at HCJ. S1 was assaulted by a cousin. He ran into the house/retrieved pistol/fired shots at his cousin outside. Cousin was GOA.

Officers noticed an occupied vehicle parked behind above address. Driver bails/runs from officers. Officers learn registered owner has a felony warrant. Suspect was never located. Vehicle is full of stolen items. Items were stolen from Anoka County.

Officer dispatched to above/burglary of garage in progress. Officers see 2 males removing wheels from vehicle. Officers check registration/learn vehicle was stolen on today’s date from Brooklyn Park. AP1/adult male was Pc’d & AP2/Male juvenile to JVC.

Due to Pct 1 being tied up/only 2 squads, Dispatch had squad respond to HCMC on CSCR/Kidnap that victim claimed happened somewhere on north side. V1 states that she/girlfriend (Ot1) went to a bar Friday night, 5/29/09 at approx. 2000 hrs. right off freeway in No. Mpls. but unsure which one/until close talking w/unk 2 BMs. S1 asked victims if they wanted to go to his house continue drinking/play cards. RPvictim stated she went w/S1 in his vehicle while S2 drove w/her friend in her friend’s vehicle. Victims continued to drink with suspects. At some point, victims were separated/RPvictim states she was brought into a room where she was sexually assaulted and heard her friend from another room but did not see again. RPvictim states that the same suspect continued to sexually assault her 5-6 times until Sunday 05/31/09 when he took victim/drove her to Bloomington somewhere off American Blvd. RPvictim states she did not see her friend when she left the house but states she saw Camden Hotel when she left suspects’ house which is a brown rambler. (The Camden Hotel was torn down at least 2 years ago). RPvictim called Bloomington PD. Ambulance transported her to HCMC/advised her to have staff at hospital call MPD. Officers could not find a house fitting the description in area. Other victim has not been located nor is it known if she is a “victim.” RP victim was treated at HCMC.

AP is victim’s baby’s dad. AP cut or stabbed V1 w/kitchen knife after arguing. Victim was taken via ambulance to Hsp. for a minor wound to his shoulder. AP booked at HCJ. Weapon wasn’t found in the home.

Officers make a TLE. As they approach car, they plainly see the passenger attempting to hide a gun under the seat.
SUNDAY (05-31):

Victim was driving in area/got lost/stopped at the above convenience store to ask for directions. 2 B/M suspects approached V1 w/handgun demanding money. V1 robbed of $450 from wallet and both suspects ran from the area.

Officers respond to a shot spotter activation in above area/observe 2 parties walking away. When officers stop the squad, both suspects ran. After a short foot chase, AP1 is taken into custody. Upon walking him back to squad, Officer locates a handgun on sidewalk where AP/1 was running. AP/2 was apprehended after a lengthy foot chase by Officer who ends up fighting with AP/2. AP/2 sustained a cut to his ear/transported to NMMC/personnel ended up admitting him for plastic surgery due to cut being through cartilage. AP/2 tagged for flee on foot, consumption by a minor, and released to a relative at NMMC. While out on this call, dispatch airs an attempted ROBPAG in the area. AP/1 was ID’d as being with robbery suspects shortly before the attempted robbery, and possibly acting as a look-out. Gun found on sidewalk matches gun used in the robbery. AP/1 booked JDC for PC Weapons and is a listed suspect in the attempted robbery.

Squad was dispatched to DABUSE. Officers see a male/a female yelling at each other and learn that the male (AP), in an attempt to calm his screaming girlfriend, had strangled her when she was screaming for someone to call the police. Victim refused EMS. HCJ staff found 6 bindles of suspected heroin in AP’s shoe during intake. .

Robbery of person at gunpoint occurred downtown. K-9 Officer observed the vehicle near Broadway/Washington Ave N. and followed it to GVR/Irving, where a felony stop was conducted. After the stop, dispatch aired that V1 refused a report with DTC squads. 4th Pct officers contacted victim, still downtown/she agreed to a report. Driver of suspect vehicle was not involved in robbery/cooperative w/officers/gave statement. AP1 booked HCJ/PC Robbery. No gun was located/money taken in suspect’s shoe.

Officers dispatched to prowler call of 2 males on bikes looking into cars. Officers locate both parties near GVR/Sheridan, where the suspects ditch their bikes, a bag containing a GPS and a car stereo (appeared stolen). Officer chase S1 who dropped the bag/catches him/who begins fighting. S1 taken into custody/had 3 screwdrivers in his pocket. Officer injured his hand taken to NMMC/hand in a cast (possibly broken/ligament damage, X-rays were inconclusive). S1/17 yrs. is transported to JSC.

Unknown person tags numerous garages over a 3 block area with gold paint, with tags of “GD”, “YNT”, “TRIGGA MAFIA”, and other tags. There may be numerous calls to this area today for reports.

K-9 Officer responded to the above address on a burglary. Victim observed S1 on the back deck of his residence/thought S1ran to front of 29XX Sheridan. Officer observed some loss near front of 29XX Sheridan. A knock and talk conducted and when the resident opened door, Officer and victim observed loss inside residence. Officers froze residence/loss was recovered from S1/renter address.

Officers conducted a TLE for a moving violation. Passenger/AP2 was identified due to not wearing a seat belt. AP2 was found to have a felony fail to register as a sex offender warrant. AP2 was booked HCJ for the confirmed warrant.
• 05/30/2009 09-162708 Felony Warrant
Officers conducted a TLE. AP2 gave officers an alias. Officers found AP2’s correct name. AP2 was found to have a felony warrant out of Illinois. The warrant was confirmed. AP2 was booked for the confirmed felony warrant.
• 05/30/2009 09-163254 PC Weapons
Officers stopped a vehicle for a turn signal violation. Upon approaching the vehicle, officers observed the front passenger hiding a pistol under the seat. AP was taken into custody and booked HCJ for PC Weapons.

JCAT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis School Resource Officers, Hennepin County Sheriff Deputies and Hennepin County Juvenile Probation made the following contacts and or arrests in the Fourth Precinct though it should be noted not all officers are not present at every scene due to agency schedules and field logistics. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT.
1. JCAT has actively sought known person on multiple dates at numerous locations. On 5/27/09 JCAT persisted in those efforts and sought him at 30XX Dupont Ave. No. Mpls., MN. Officers encountered his PG whom we had met and interviewed on several occasions. He was wanted on an active PROBATION VIOLATION ARREST WARRANT FOR ESCAPE. He is on file in MPD juvenile history # 31074 with prior MPD petitions/citations for; ROBBERY X3, TERRORISTIC THREATS, ASLT 5 X7, DOMESTIC ASLT, DISORDERLY CONDUCT X3, AND ASLT 3. CARTER stated he wasn’t there. JCAT persisted with interviews and obtained consent to search. He was located/arrested under a bed on the main floor. He was packed into that location behind numerous articles of clothing and other debris. It is clear that others within the dwelling were facilitating his fugitive status and made efforts to conceal him. He was transported to JDC on the authority of the arrest warrant.
2. Officers sought male at 33XX Emerson Ave. No. Mpls. on active JUVENILE HOLD NO BAIL NO BOND WARRANTS FOR THEFT X2, AND FALSE INFORMATION TO POLICE. He is on file in MPD juvenile history # 42689 with prior MPD citation for FLEE ON FOOT. It was determined this is not an accurate address for him.
3. On 5/22 Officers initially sought known juvenile at 17XX Newton Ave. No. Mpls.which is listed in MPD juvenile history. Officers made citizen contact and found he never lived there. JCAT conducted interviews inquiring with resident about any dwelling in the area where youth commonly gather and come and go. JCAT learned that right next door at 17XX Newton Ave. No. such a condition exists. JCAT made contact there with juvenile female who admitted she knows him. Officers conducted interviews and encountered a man hiding behind a couch there. He gave multiple names and was eventually identified adult who was wanted on an active FELONY FORGERY WARRANT. He was transported to HCJ.
4. On 5/27/09 Officers again sought juvenile same as above at 52XX Humboldt Ave. No. where his brother resides. Interviews revealed that juvenile is on run/whereabouts unknown. Officers learned he called the previous day from Edison H.S. Officers met there/juvenile was arrested on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR ROBBERY. He is on file in MPD juvenile history # 43034 with prior MPD citations/petitions for: CURFEW X3, AGGRAVATED ROBBERY, AND TRESPASS. JCAT interviewed him to enquire where he goes when he’s on run. He admitted he’s been with another juvenile. He went to JDC.
5. Officers sought known person at 7XX Polk St. NE where his mother and siblings live. He is wanted on an active EJJ JUVENILE ARREST WARRANT FOR ASLT 1. He is on file in MPD juvenile history # 11181 with prior MPD citations/petitions for; ASLT 1, FALSE INFORMATION TO POLICE, DISORDERLY CONDUCT, CURFEW, BURGLARY X2, SHOPLIFT, AND ARSON. JCAT developed information identifying that his grandmother resides at 26XX Russell Ave. No./he’s been seen there on a bike w/another youth. JCAT obtained info from P.O. that he was seen at 63rd & Brooklyn Blvd on bike. He’s reportedly staying with a 27 year old girlfriend who resides near Brookdale Mall, who has three children and is on dialysis.
6. Officers again sought male at 38XX Emerson Ave. No. and at 38XX Fremont Ave. No. where other resides. He is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR R&C. His mother resides at 10XX Dale St., St. Paul. He’s been wanted on this warrant since 3/28/08.
7. Officers sought known juvenile male at 47XX Emerson Ave. No. He has an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR HARASSMENT. He is on file in MPD juvenile history # 29546 with prior MPD citations/petitions for CURFEW X4, LOITER NARC, TRESPASS AND RUNAWAY. No contact made at that time although there was indication of occupancy. Open investigation.
8. JCAT sought known 3 VATOS LOCOS associates. Other1 is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR POSSESSION OF A PISTOL, Other2 has active JUVENILE BENCH WARRANTS, AND Other3 is wanted on an active JUVENILE PROBATION VIOLATION ARREST WARRANT FOR BURGLARY. All are on file in MPD juvenile history with prior petitions/citations. Officers sought them at; 25XX California St. NE, 16XXThomas Ave. No., 13XX Circle Terrace Columbia Heights, 7XX Washington St. NE, 3XX 17th Ave. NE and 1XX 14th Ave. NE. Multiple interviews and premises checked conducted.
9. As Officers were traveling WB on Broadway @ Lyndale Ave. No. Officers observed male who we have sought for several months. He is currently residing at 56XX 34th Ave. So. Mpls.,and his mother and others at the home perpetually meet Officers professional efforts with foul hostility. Parents and other family members facilitate fugitive status. He has an active PROBATION VIOLATION WARRANT and BENCH WARRANT FOR LOITER NARC. His brother and their friend of 22XX 6th St. No. were also present. He is on file in MPD juvenile history # 26140 with prior MPD citations petitions for: LOITER NARC, POSSESSION OF DRUG PARAPHERNALIA, DAMAGE TO PROPERTY, RUNAWAY, NARCOTICS, THEFT, CURFEW X3, ASLT 5 X2, THEFT, AND BURGLARY. They have been active criminals in the 4th PCT/are now in 3’s but they attend school at Fremont/Broadway. He was transported to JDC in dismay at his lack of anonymity in public/JCAT is present.
10. Officers previously sought, and did so again today, male who was wanted on an active JUVNEILE PROBATION VIOLATION ARREST WARRANT FOR FELONY NARCOTICS/on file in MPD juvenile history # 32274 with prior MPD citations/petitions for DISORDERLY CONDUCT X 2, FALSE NAME, MV TAMPERING, LURKING, CURFEW X2, POSSESSION OF DRUG PARAPHERNALIA, ASLT 5 X3 AND RUNAWAY. Officers encountered multiple persons inside; PG and her husband, 5 others and her two children. All lied/said he wasn’t there and began to say he’s at the Huntington Pl. apts. in Brooklyn Park w/reportedly cousins. JCAT persisted and discovered him hiding behind the furnace in the basement. He was arrested and transported to JDC.
