4TH PRECINCT HIGHLIGHTS - WEEK 552 – AUGUST 19 – AUGUST 25, 2008

The MPD provides this public safety information as a public service. These highlights are not reflective of all incidents handled or investigated by MPD during this time. All persons are considered innocent until proven guilty in a court of law.

ASSAULT
26th & OLIVER TUESDAY 0525 HOURS 08-257679
After sharing his beer with five 19-20 year old black males assaulted and possibly broke the jaw of a 22 year old white male w/0 CAPRS, who left his bike, phone and shoes at the scene when he fled.

34th & EMERSON TUESDAY 1815 HOURS 08-258285
Suspect drove past and fired several rounds at a group of males standing on the walk. Victims were two 20 & 18 year old black males with 17 & 21 CAPRS. One male shot in the leg and transported by friends and the other shot in the neck and transported via ambulance with both having non life threatening injuries. Vehicle descriptions and directions of travel varied. Witnesses and victims were not cooperative.

25TH & IRVING TUESDAY 2001 HOURS 08-259615 & 08-259559
Officers were working part-time for a large outdoor event in the park just SE of the Jerry Gambles Club when a fight broke out and several shots were fired about 50 feet from the officers who aired a HELP call. Numerous squads arrived and a very large crowd scattered all over the neighborhood. Officers later recovered a 32 caliber semi-automatic @ 2430 James. K-9 Officer tracked the suspect to the rear door of 2418/2416 James as officers cleared the house more shots rang out from 25th & Irving. Numerous people ran in varying directions while pointing towards 25th & Irving and EB through the yards. As other officers and a sergeant drove SB on Irving the suspect ran past being chased by a large group and then fired twice directly at the large group and officers who chased him EB on 25th from Irving while several other officers surrounded the area. Suspect, who had to be tased, and a loaded 380 semi-auto pistol located under a van in the rear of 1425 25th and casings were located near 25th & Irving. After fleeing the scene three males were transported to room 108. During interviews the arrestee admitted firing the shots and stated he’s a gang member and that different gangers shot at him. Resources: 9, 21, 108, 120, 292, 402, 404, 410, 420, 424, 460, 4402, 520, 6481, 710 day & mids, 840, 851, 8220, 8420, 904, 909, 921, 922, 923, 955 & 961. Arrested was a 15 year old black male w/10 CAPRS

18th & EMERSON TUESDAY 2300 HOURS 08-259809
25 year old black female w/17 CAPRS punched her former boyfriend, a 25 year old black male w/8 CAPRS, and struck the vehicle of his new girlfriend with hers.

4050 LYNDALE WEDNESDAY 0205 HOURS 08-259999
Responding to a STAB officers locate a female w/multiple arm, torso, head and face wounds. Witnesses said two females got into a fight with the victim and one held her down while the other stabbed her with a small knife. Officers located suspects nearby both covered in blood and saying they were in a fight at the location of the stabbing. Victim and suspects transported w/non life-threatening wounds. Arrested were Kelly Jo Woundedfoot & juvenile, 31 & 17year old Native American females w/23 & 0 CAPRS

4046 LYNDALE THURSDAY 2332 HOURS 08-261112
24 year old white female assaulted by a male who broke into her house. Victim appeared to be intoxicated and has a history of similar incidents associated with domestic assault cases.

3218 BRYANT FRIDAY 0313 HOURS 08-261290
43 year old black male w/29 CAPRS beaten in the head with a chain and lock during an argument between friends. Arrested was Alfonce Mull a 47 year old black male w/13 CAPRS

3213 DUPONT FRIDAY 2330 HOURS 08-261927
50 year old white male shot just under the eye with a BB gun by an unknown male while he was outside on his porch. Victim did see a white male wearing a white t-shirt on the roof of a neighboring house.

ROBBERY
26th & RUSSELL TUESDAY 0118 HOURS 08-257549
39 year old black male reported that two 16-20 year old black males approached on bikes, produced two large “357” pistols and pointed them at him. The victim didn’t have any money so suspects fled with zip.

18XX GLENWOOD TUESDAY 1427 HOURS 08-258034
16 year old black male exited a store carrying two bags and was told by a male he had to pay money to be on the block. Victim was then assaulted by two or three other males who took his money and bags. Park Officers then see the suspects and a foot chase ensues during which they were caught and ID’d by the victim. There is video of the incident. Arrested were a juvenile male, Gregory Goode & Jonathan Hall 17, 18 & 18 year old black males w/28, 10 & 6 CAPRS

16XX VINCENT TUESDAY 2200 HOURS 08-258545
17 year old black male robbed @ gunpoint by 16-30 year old black males wearing bandana’s who fled with his clothes, shoes, phone and backpack. Suspects pulled up in a dark four door car, possibly a newer Buick, got out and made the victim take off his top, pants and shoes and threatened to shoot him if he looked back while fleeing the scene. 27 year old black male w/8 CAPRS reported being robbed at gunpoint of his watch, cash, clothing, keys, and miscellaneous items by four black males with masks in a newer dark colored Buick. Related 08-258545.

2322 WASHINGTON TUESDAY 2330 HOURS 08-258668
39 year old black male robbed at gunpoint by four 18-26 year old black males who threatened to shoot him when he pulled in to pump gas into his car. Suspect vehicle descriptions provided. Victim’s vehicle printed as suspects touched it and a credit card left at the scene was inventoried.

23 year old white female robbed @ gunpoint by a 20-25 year old black male who fled on foot after following her to her car and taking her purse.

50 year old black male was riding his bike when two black males approached, struck him and attempted to take his property.

36 year old black male was approached by two black males who demanded his belongings and forcefully took his MP3 player and approximately $200 in cash.

27 & 23 year old black male and female w/14 & 0 CAPRS robbed of their car and other items by three 18-25 year old black males possibly known to the male victim.

34 year old black female robbed of her purse containing $500 by two 16-20 year old black males.

40 year old black male punched in the face by a 30-35 year old black male who also took $172.00 and his bike.

12 year old black male had a BB pointed at him and his bike taken by two 12 year old black males one of which is known to him from the park.

18 year old black male beaten and robbed @ gunpoint by three 20-25 year old black males and a female while on an MTC bus.

Officers pulled over a car whose registered owner was revoked and then wouldn’t respond to their requests, fled and fought with them. Upon his arrest a large amount of Ecstasy was found in his pocket. Arrested was Derrick Cornell a 32 year old black male

While on a detail officers observes narcotics dealing, stop the dealer and recover a 9MM and a large amount of ecstasy. Arrested were Frederick Hamilton & Sherman Hawkins & William Douglas, 22, 23 & 21 year old black males w/12, 23 & 48 CAPRS

30th & 4th STREET TUESDAY 1803 HOURS 08-258270
Midwatch officers and Metro Gang Strike Task Force observe a large group of males who begin to leave when they pull up. Officers subsequently recover a loaded 9MM and ID’d 10 gang members, black males and females, 28, 13, 24, 23, 23, 20, 23, 25, 22, 23 years old w/86, 1, 86, 90, 32, 94, 89, 90, 80 & 17 CAPRS

When officers attempted to stop a juvenile out after curfew and matching a CSCR suspect the party fled and upon apprehension officers found a 7.65 caliber semi automatic pistol on his path. Arrested was Thaddeus Brown a 19 year old black male w/1 CAPRS

3200 MORGAN SUNDAY 1855 HOURS 08-264246
Officers received information and recovered a 22 caliber rifle from a shed.

3310 LOGAN MONDAY 1739 HOURS 08-265119
Officers observed a male discard a gun and recovered a loaded 32 caliber H & R revolver. Arrested was a 16 year old black male

PATROL HIGHLIGHTS SUBMITTED
Lowry & Dupont – Tuesday - 0113 hours - 08-275545. 29 year old black female flagged down officers saying she’d just been raped at a nearby address. Victim stated she was walking into her house when a 30-40 year old black male walked in behind her and physically dragged her into the bedroom and raped her. Suspect fled in a black car.

34TH & Girard – Tuesday – 1149 hours – 08-257881. Officer responded on a domestic where the driver of a van was trying to run over her boyfriend. The “boyfriend” was walking on the sidewalk where children were playing. The officer was parked NB on 3400 block of Girard when suspect drove past him SB a high rate of speed. Officer did a u-turn and with lights on attempted to stop the driver however he accelerated. Officer then activated his siren but the suspect continued, failing to stop at two signs and finally pulling over mid block on Fremont between Lowry and 33rd. The driver bailed was apprehended after she was warned by the officer he was about to release his K9 partner.

3214 6th Street – Tuesday – 1330 hours – 08-257995. A neighbor called the homeowner after seeing three parties carrying duffle bags entering the house. The homeowner responded to the address and held at gunpoint a male until police arrived. Two females fled the scene. Arrested was Richard Lee a 40 year old black male w/49 CAPRS - booked after he wouldn’t talk to Property Crimes.

27th & James - Tuesday - 1943 hours - 08-258381. Department of Corrections Officer observed a vehicle driven by a male wanted for a shooting in Brooklyn Center. Arrested was a 24 year old black male w/54 CAPRS

2834 Oliver - Tuesday - 2301 hours - 08-258620. 46 year old black female w/23 CAPRS said a 25 year old black male approached her, punched her in the face, pulled her into the yard telling her if she yelled he would kill her, and then raped her.

34XX Oliver – Wednesday – 0500 – 1800 – 08-259626. Unknown person/s broke and stole a handgun, two shotguns and three rifles from a 55 year old white male Themadone gang member/associate, based upon tattoos and gang paraphernalia observed in home.

722 Russel – Friday - 0951 hours - 08-261469. Officers respond to a burglary of abandoned home and upon arrival an adult male flees but is apprehended and resists so force is used. 718 & 706 Russell, both abandoned homes are discovered to have been recently burglarized so three reports written. Suspect’s truck impounded when found with sinks, copper and metal in its bed. Officers also discovered a rifle in the basement. Arrested was Felix Brown a 50 year old black male w/19 CAPRS.

Squad 8422 conducted surveillance at 2606 Penn and made seven Loitering, one Narcotic and one Juvenile arrest. Arrested: Finest Nickens, Preston Curry, Javon Rush, Dewayne Irons II, juvenile, juvenile, Marcell Johnson, all black males 27, 21, 20, 18, 15, 15, 26 years old w/73, 21, 6, 10, 6, 2, 15 CAPRS

CRT HIGHLIGHTS
08-258010 - GVR and Penn recovered two grams of heroin and arresting one.

08-259209 – Assisted Metro Gang Strike Force GSF at Dowling & Fremont recovering 3.5 grams of crack and arresting two.

08-259248 – Warrant @ 3501 Fremont, nothing significant recovered and three misdemeanor tags issued.

08-260377 RIP at Broadway & James recovered 2.5 grams of heroin, $350.00 in cash, one vehicle seized and two arrested.

08-260555 RIP at Broadway and Logan recovered half a gram of heroin and one arrested.

In addition to the above highlighted items officers spent a significant amount of time doing directed patrol in the hot spots with numerous arrests.


DIRECTED PATROL – AUGUST HIGHLIGHTS
08/04 - Officers observed a male driving and knew his license to be cancelled so he was stopped and arrested.
08/05 - Officers observed a male driving the listed vehicle which research revealed the driver had a revoked license and an active Felony Warrant so he was arrested.
08/07 - A search warrant was executed and a gun was recovered. A female located inside was found to have an active Felony Warrant. Three other individuals inside were tagged for Disorderly House and released at the scene. Officers also recovered a quantity of suspected crack cocaine and marijuana.
08/10 - Officer conducted a traffic stop and discovered the driver lacked insurance. When informed the vehicle was going to be impounded due to the lack of insurance a passenger slid over to the driver’s seat and started the vehicle with a spare key from her purse. Officer reached through the driver’s window and tried to grab the key from the ignition and the female began swinging at officer striking him in the head and attempted to bite him so she was booked for Assaulting an Officer.
08/12 - Officers stopped a male as they observed a gun protruding from his pocket and as officers attempted to take him into custody a short struggle insued. Officer recovered a .32 caliber Smith and Wesson six shot revolver from his pocket.
08/12 - Officer responded to a call where a female reported a male attempting to break into her house and that he had a gun.. Upon officers arrival the male was located in the front of the house between the storm door and screen. Officer ordered the male to place his hands in the air and when he turned towards them officers observed him drop a gun.
08/12 - Officers observed a male known to have a warrant and revoked license driving and when stopped he told officers there was something in the glove box which was found to be crack cocaine and marijuana.
08/12 – Driver failed to yield the right away to officers turning in front of them almost causing an accident. Upon stopping the car the driver lied and gave his brothers name as his driver’s license was cancelled.
08/15 - Officer’s responded to a person with a gun call and upon arrival observed suspect running from the address. Officers were able to take suspect into custody and learned that prior to their arrival suspect placed a rifle in the trunk of a nearby car. Officers received permission to retrieve the rifle and booked the suspect.
08/18 - Male with a revoked license seen driving and when they attempted to pull him over he failed to pull over and the passenger was observed bending over as if he putting something under the passenger seat. Upon approaching the vehicle officers observed several open bottles of beer. Officers then located a loaded 9mm semi-automatic handgun under the passenger seat.

JACT - Mpls Juvenile Division, 4th Precinct Officers, Minneapolis Park Officers, Hennepin County Sheriff Deputies, Hennepin County Juvenile Probation and US Deputy Marshalls made the following contacts and or arrests in the Fourth Precinct. All warrants confirmed prior to beginning field operations and at each location officers explained the purpose and objectives of JCAT. A British news crew from the United Kingdom rode along with the unit.

Female @ 17XX 8th Avenue. Active: Felony Terroristic Threats. Priors: Terroristic Threats, Curfew X3 & Disorderly Conduct. Officers found dwelling vacant with signs of illegal occupancy.

Female @ 4XX Queen. Active: Theft. Priors: Motor Vehicle Tampering, Shoplift, Assault 5 & Disorderly Conduct X2. Officers found the dwelling recently vacated.

Male @ 14XX Thomas. Active: Motor Vehicle Tampering. Priors: 23 arrests for Loitering with Intent to Buy/Sell Narcotics X11, Curfew X65, Littering, Motor Vehicle Tampering and Assault 5. Subject, his siblings and associates are known gang members. Officers made contact and learned he was inside the dwelling and arrested him.

Female @ 16XX Thomas. Active: Burglary. Priors: Assault 5. Officers made contact with multiple persons inside and learned subject was across the street at 16XX Thomas with her boyfriend by which she is seven months pregnant by. Officers proceeded and made contact with the boyfriend and another male who were confrontational and denied entry into the dwelling but brought her to the porch and turned her over. At 16XX Thomas another male was arrested and has priors of Runaway X2, Assault 5 and Disorderly Conduct X2.

Male @ 20XX 25th Avenue. Active: Felony Theft from Person. Priors: Runaway, Curfew X2, Trespass & Unlawful Assembly. Officers made contact with a parent who was immediately angry and hostile however officers subsequently located and arrested him in the basement. Also present was a sibling on juvenile probation.

Male @ 32XX Knox. Active: Felony Terroristic Threats. Priors: Curfew & Terroristic Threats. Officers made contact with his mother who reported him on the run and possibly staying at a Brooklyn Park location with a friend. Subject’s mother was recently assaulted by his rivals for a theft he recently committed. Leads developed led officers to Brooklyn Park addresses however subject wasn’t located.

Male @ 30XX Vincent & 10XX James. Active: Trespass X2, Unlawful Assembly and Curfew/Park Ordinance Violations. Priors: Narcotics Loitering, Curfew, Flee Police on Foot, Trespass and Transit Crime. Officers learned subject doesn’t reside at Vincent address & there was info his mother resides at the James address but no contact was made at this time.

Male @ 11XX 33rd Avenue. Active: Aid and Abet Robbery of Person. Priors: Robbery of Person, Possession of Drug Paraphernalia, Tobacco, Curfew X2 and Narcotics. Officers made contact with parents who stated they don’t know his whereabouts.

Male @ 26XX Knox. Active: False Information to Police. Priors: False Information to Police, Curfew X5, Assault 2, Terroristic Threats, Weapons and Assault 5. Officers received information the subject had just arrived at the location where he was found and arrested. Subject had recently been sought and it was reported that he was on run on the streets of north Mpls.

Male turned himself in after being actively sought on multiple occasions in the recent weeks. Active: Possession of Pistol, Flee Police, Disorderly Conduct & Curfew/Park X5.
